to tho lo cality or by having some ouo in tho locality acting for them under pay for tho same purposo But has not this objectionable activity quieted dowu some iu the past few mouths It seems to mo that it has I not only think it has but I veuturo to predict that it will soon dio out and nor mal conditions bo restored Abnormal conditions do not continue They are not lasting Tho deity that presides over banking is jealous of its operations In most lustances it is nusato to veer from beaten paths When they nro de parted from resulting disaster usually brings the remedy We know what a surging strife there wns a few years ago among bankers and niouey lenders for land loans Emis saries and agents scoured tho country to place such loans Owners frequently mortgaged their farms at from two to four times their value Many a lucky swain was thereby enabled to unload his sandy quarter section at a largo profit and to enjoy great prosperity while his mort gage funds lasted and then swear at the money power because he could not re peat the experiment Tho holder of tho mortgage eventually finds the necessity of converting at a large expense his equitable title into a legal one the only income from which is an annual tribute of taxes Numerous experiences of this character cast a cloud upon land loans aud abated the frenzy of former seekers for them The evil with its attendant disasters brought about the remedy A burnt child dreads the firo The victim refused to be victimized the second timo by the same process such loans were stopped much to the disgust and disap pointment of dealers in sandy quarters who then became the deadly enemies of those who refused to bo further fleeced If tho evil inflicted by such transac tions was confined to the immediate operators it would not bo great The borrower and the lender in such cases were equally to blame and neither de serves our tender sympathy for their losses or disgust For during their hal cyon period legitimate business was checked and disjointed Daring the somber period when the slow process of tho remedy wns working itself out the whole state suffered and every man felt its evil effects If we review tho trend of business nf fairs for a few years wo are led to be lieve the poet wns right in saying What fools we mortals bo Laud loans have had their day But some fnd u that line must be substituted For tho past two years that substitute 1ms been cattle loans That tho latter has been run as recklessly and will re sult as disastrously as tho laud loans no ouo who is familiar with tho manner iu which it has been conducted can for a moment doubt There is always a con servative element abounding iu the laud who havo sufficient Bteadiness of purposo and comprehension to resist be ing carried away by the drift of tho hour into channels where unsafe hazards pre vail To such tho cattle loan business presents one comfort that it will run its course iu a shorter time than did tho land loans Its ebb aud flow will be quioker That legitimate transactions will suf fer from it can be inferred very easily by examples of the method practiced I can relate a few only of tho iustnuces coming under my own observation Each banker here has had similiar ex perience doubtless varied only in minor details Cattlo were shipped from South Omaha to Norfolk iu charge of two hired men to sell them Their prices wero from 5 to 10 per head more than they were worth No one who expected to pay for them would buy They wero Anally sold at thoir price on one years time without a cent cash to a uinn who was a bankrupt and had been for the past ten years It was immaterial to him what prico ho agreed to pay pro vided he obtaiued the time Before the debt matured it would be au easy mat ter to have tho cattlo die or stray away and the best tho unfortunate man could then do would be to givo up to tho owu eroftho debt the other half of tho cattle worth probably two thirds of tho amount of tho principal of of tho cattlo socurity nnd refused to purchase tho mortgage A few days thereafter I heard of that sumo pnper but tho year lings had grown iu u now mortgago to bo two yenrs old aud the papor was cashed at South Omahn In this in stance age by anticipation got its To ward but pity tho sorrow of tho poor old man who holds tho debt at its ma turity His appotito for such will bo fully surfeited Thoso aro instances of numerous acts of like kind which havo beou going ou all over tho state nnd all over tho west It can bo readily soou how it will do moralize business Its effect is to in Into tho prico of cattlo so that responsi ble parties cannot buy Local bankers in their anxiety to keep their money at interest aro liablo to have such paper imposed upou them Regular business can no more competo with it than an importer can compote with a smugglor a Konuino with a counterfeit or a mer chant who buys his goods with 0110 who steals them To what extent do city banks further such operations It is tho boliof that without thoir aid directly or indirectly such things could not be done The im mediate actors iu questionable transac tions aro impecunious cusses nnd cannot alone carry on deals requiring tho uso of much money unless tho latter is sup plied through moro substantial sources That honesty is tho best policy is proved by tho fact that those who swerve from it havo but ephemoral prosperity Thero are in all largo cities what is called note brokers whoso business is to procure notes and commercial obliga tions of all kinds and sell them to banks at a profit it city names navo moro funds than tho applications at their counters consume they repair to these brokers for the investment of thoir sur plus During a period of a money ple thora as has exiBted for tho past two years these brokers are furnished money by tho banks to go out and hunt up securities These brokers become scalpers for the banks to increase business on the same plau thnt many railroads increase their passenger travel by selling tickets through scalpers Let the banks withdraw their support from these scalpers commission men emis saries or what not aud the country would soon cease to be infested by them Should thoy do so Is it an injustice to the country baukB for them not to do so They themselves would concede the question Country bauks invariably deposit with their correspondents all their surplus funds not needed for cur rent uso It is a gross outrage on coun try banks that their own funds thus de posited should bo used to undermine their own business All investments of a city bank in a country place should bo made through tne local bank It is nat ural for a city to arrogate to itself a su periority over the country and that ten dency is known to the country in the evident want of respect and considera tion shown it A great mistake of the city for a little reflection and examina tion would enable it to see that constant accessions from the country is tho 6onrce from which its strongest aud ablest citi zens come But the city seems to bo unmindful that tho fountain has left much of tho same kind of material It is not very soothing to our feelings or flattering to our self respect to receive a letter from our city correspondent couched in tho most endearing terms overflowing with politeness and gushing with gratitude in advance at a time when our unusually largo deposits ad vise it that we are seeking investments wanting us to report confidentially on the financial standing promptness nnd integrity of one of our most responsibly patrons upon whom ho says he is about to take a cattlo noto of 2000 or 1000 No attempt to practico such effrontery or impudence would be made if duo and proper respect for the country was en tertained If tho party who made tho paper was worthless and irresponsi ble then it would reach tho city bank through a broker or commission mau who would make tho report thereon and the country uauk would receive no inquiry regarding it I have been in tho banking business at Norfolk for the past 13 years For 10 years of that period wo wero put to our utmost effort to find money enough to supply tho demand for loans from our customers During the times when country banks are called upon to make tho largest amount of loans their depos its have run down they collect tho few est of their past loans hence their ability to make loaus is at tho lowest stage When the deposits increase old loans are paid thus doubling our capacity to make loans but then th demand from bor rowers falls oft Hence country banks frequently find themselves in this pre dicament When they aro nblo to mako loans they havo no borrowers When they have the borrowers they are not able to mako loans They would if they could if they couldnt how could they But we aro not without prece dent for this anomalous condition We backers nr alwnys close etudents of tho 15 ill 0 and it undoubtedly stimulates us to endure our forlorn state when we re flect that Paul must
