tions would continue to refuse to fire
on the mob of frenzied revolutionists
when commanded to do so. Ho might
better afford to give the Japanese all
of Manchuria , Corea and even Siberia ,
than to lese his throne.
This freight rate rebate business
and nil ether questions growing out
of corporation control of railroads
may some day bo all settled by the
government ownership of the proper
ties ot the railroads. It Is certain
that the people would rather trust the
government to run the railroads
in their Interests than any company
or corporation under the sun.
If the railroads do not desire to
give the people a chance through the
passing of an anti-rebate law and the
giving of the interstate commerce
commission power to regulate rates ,
bow would they like the government
to secure complete ownership of all
the railroad systems of the country ?
Such an outcome IB qulto possible If
they will not concede to the public
fair play and reasonable rates.
It IB not BO much a question of
whether the railroads can Bland a reg
ulation of rates hy the government as
t IB whether the pcoplo will longer
submit to tholr complete and abso
lute dictation In matters of public in
terest. The opportunity appears to
ho at hand for the pcoplo to get Jus
tice and that IB what the railroads do
not want.
It has not yet been absolutely es
tablished IIH a fact that Mr. Bryan's
visit to Washington and the white
IIOIIBO moans that ho Is there to see
what changes might ho necessary for
his own accommodation there. Ho
certainly came nearer to occupancy
that did the last candidate on the dem
ocratic ticket and probably could do
BO again.
A Denver man toHtlllos that ho
voted twenty times at the recent elec
tion , receiving $1 for each time , mak
ing elect Ion day a rather profitable
ono. Ills wages were paid by the
lomocrats , according to his testimony.
Ho said that ho encountered a num
ber of other men similarly employed.

Thomas W. Lawson appears to have
a remarkable facility In holding the
attention of the public. Ho believes
In advertising and has no hesitancy
In placing largo sums In printers' ink.
Moreover , the public Is with him and
hopes to see him win. Therefore , bo-

There are criticisms from certain
quarters regarding the contract made
by the commissioners of Madison
county for the publication of the pro
ceedings of the board and the official
notices ; some of the critics going so
far ns to question the republicanism
of members of the board. The only
OXCUBO for criticism hy some newspa
pers Is that certain publishers have
not secured as largo n slice of the
"spoils" belonging to the victors as
they think they should have. The
commissioners arc to bo congratulated
for their ability to subordinate abso
lute partisanship to a business prop
osition. They received a proposition
In which was Included every republi
can paper In the county and the two
leading democratic papers , thus giving
the business of the board the widest
possible publicity. The law provides
the prlco nt which this matter shall be
paid for In "ono paper of general circu
lation In the county , " but If In making
this appropriation the commissioners
arc able to secure publication In sev
eral papers without added cost , they
are using sound and commendable
business judgment. They are making
the best possible use of the tax payers
money by getting the matter before
as many of the people who pay the
taxes as possible. The commissioners
hat ] a proposition to this effect before
them and no tax payer , be he repub
llcan or democrat , should find fault
for getting the fullest possible returns
for the money. If , perhaps , the "dlv
vy" Is too small , the papers that are
satisfied with the proposition might
not object if the kickers should drop
out , but so far as the commissioners
are concerned they exercised keen dls
comment and no criticism Is duo from
pcoplo who are broad enough to rccog
nlzo a good business proposition from
the standpoint of the public. When
the time comes that the partisanship
of an official shall bo tested by the
amount of money he Is able to load
upon his party workers regardless o
the service given , It will bo time fo
the country to discard all civil service
reforms and return to the policy o
giving the victors the spoils regardless
of the public weal. It will also bo
time for the public to take a hand rflu
eliminate partisanship to the fullcs
possible extent.
It would seem that it Is up to the
Mexican government to take a ham
toward the elimination of-tho trouble
that frequently grows out of the nc
tlon of the Yaqui Indians. A countrj
cannot bo said to bo fully compcten
that will permit such dangers to
threaten sojourners or its own Inhab
itants.
The beef trust Is very likely to go
hurt in ono way or another. Outside
of the fact that the government has
been taking a strong position agalns
its operation , the various newspapers
and magazines are keeping the people
ple informed and the state legislatures
and ether forces are working to annl
hllato the combination. It Is hardly
possible that it will bo able to stand
up and do business with all the cf
forts being put forth in opposition.
It only cost (20,000 to learn that the

Niedrlnghaus only lacked a few
votes to bring him Into that six-year
position as United States senator from
Missouri but it is the few votes that
proved moro difficult of obtaining than
the many. The six men who turned
against the party nominee may mean
thousands of dollars expense to the
Lax payers and many hours of extra
work to the legislators. Through It
all the fact Is likely to bo emphasized
In Missouri that the election of sen
ator by direct vote of the people Is
to bo desired and if this is not possi
ble the next best thing is the nomina
tion of the man in party convention ,
as was done In Nebraska ,
Wisconsin appears to bo competent
to settle the senatarshlp matter with
llttlo unnecessary delay , and the
choice of the legislators Is far from
objectionable to the people of the
state and the country who are
confident that the instilling of a
little LeFolletlsm Into the United
States senate will do It no harm. If
Missouri should find it necessary to
send a democrat now , and should so
loot Folk , there would be a pair In
the senate who might accomplish won
ders with the aid of President Roosc
volt In behalf of the people , provided
Folk would not consider himself bourn
hy party ties to prevent republican ac
tlon.
Land lubbers who have never seen
an ocean going vessel or those who
have never realized their capacity wll
find interest In speculating on the ac
compllshment of the new Minnesota
which recently departed on its maiden
trip to the orient. The vessel was
loaded with 22,000 tons of merchandise
which , at twenty tons to the car load
would mean that It carries the con
tents of 11,000 railroad cars or with
twenty-five cars to a train , forty-fou
trnlnloads of freight. If such a vessel
sol Is a wonder to the people famllla
with ocean carrying trade , It certain
ly could not fall to astonish those who
have never seen anything larger than
a prairie schooner.
The report from New York that of
flclals representing twenty-nine rail
way systems of the country , which
practicality includes all , had mot to
organize in opposition to the proposed
railroad rate laws that Prcslden
Roosevelt urges congress to adopt , 1

the people would like to see the oppo
sition lined up so that they may bo
able to reajlzo the exact opposition
and if the railroads will maintain the
opposition and permit their support
in congress to bo known they wil
confer a lasting favor on a people
who are seriously meditating a reform
In a direction contrary to the wishes
of the railway manipulators and stock
holders. President Roosevelt la a
power In himself , but when It Is real
Ized that about ninety-nine out of
every hundred people are favorable
o his plans , the railroad pcoplo should
understand just what they have under-
akcn to accomplish If they work for
ofoat of the measure.

The latest situation confronting the
zar and his government nt St. Peters
burg is by far the most serious that

ginning of the war with Japan. Re-

caring their heads In a country In

xcrclses a strong and fearless arm or

The present emperor began his rule
by creating reforms that had the ap-
roval of civilized governments nnd
ho people of his country who had
jeon aroused by the absolutism of the

ho people a nearer approach to re-

In splto of the dictatorial policy of

slas and the people are prepared to
nko n hand and administer the laws
n accordance with modern theories.
The peasants have long desired a cur-
ailment of the power of the nobility
which has como In other European
countries and they are almost abso-
utely certain to succeed one time or
another , and If they have the proper
will nnd judicious leaders this may
be the time that they will come upper
most
Willie there is no chance for doubt
that the czar nnd his advisors arc
largely responsible for conditions
through their official actions , there Is
a sentiment of sympathy for them
throughout the civilized world. They
would appear to have their hands full
In caring for the alleged Interests of
the country that are threatened by
the Japanese , but their troubles have
been largely Increased by the bellige
rent attitude of the people at home
who might be expected to uphold their
hands against a foreign power.
