The commissioners arc to bo congratulated for their ability to subordinate abso lute partisanship to a business prop osition. They received a proposition In which was Included every republi can paper In the county and the two leading democratic papers , thus giving the business of the board the widest possible publicity. The law provides the prlco nt which this matter shall be paid for In "ono paper of general circu lation In the county , " but If In making this appropriation the commissioners arc able to secure publication In sev eral papers without added cost , they are using sound and commendable business judgment. They are making the best possible use of the tax payers money by getting the matter before as many of the people who pay the taxes as possible. The commissioners hat ] a proposition to this effect before them and no tax payer , be he repub llcan or democrat , should find fault for getting the fullest possible returns for the money. If , perhaps , the "dlv vy" Is too small , the papers that are satisfied with the proposition might not object if the kickers should drop out , but so far as the commissioners are concerned they exercised keen dls comment and no criticism Is duo from pcoplo who are broad enough to rccog nlzo a good business proposition from the standpoint of the public. When the time comes that the partisanship of an official shall bo tested by the amount of money he Is able to load upon his party workers regardless o the service given , It will bo time fo the country to discard all civil service reforms and return to the policy o giving the victors the spoils regardless of the public weal. It will also bo time for the public to take a hand rflu eliminate partisanship to the fullcs possible extent.
