ltrlltf Is Impressed Tlmt CointnWnioners From Island Will Take llnuie lmorable Ileports of Our Amend ment Is Discussed Washington April 20 The Cubnu delegation from the convention fram ing a constitution for the new island republic saw President McKinley twice yesterday once in the early part of the dny when there were introductions and a formal exchange of expressions of friendship between the United States and Cuba and again at night when the members of the delegation were the guests of honor at a state din ner at the white house The real busi ness which brought the delegation here was transacted with Secretary Root of the war department the president In the forenoon interview at the white house saying to the delegates that he would confer with the secretary who would act an his representative in con ferences over the Cuban situation The delegation and Secretary Root were closeted for some hours In the after noon in a discussion of the relations of the Island to the United States Secre cy was observed as to the conference It Is understood that the result was considered satisfactory both by the Cubans and Secretary Root It Is said that the Cubans are Ira pressed with the desire on the part of this government to deal fairly by Cuba and the belief is expressed that the delegation will take home favor able reports of our Intentions It was made plain to the Cubans by Secretary Root that no mediation could be made by the legislative de partment and the Cubans themselves understand that there is little possi a bllity of congressional action In that direction so the conference was de voted largely to the construction which should be placed on the Piatt amendment WORK IN FOREIGN MISSIONS Women Hoard Closes Its Thirteenth An nual Meeting at
