EDITORIALS The Dollars Flow Out The Secretaries of State, Defense and the Treasury met recently in Washington to discuss the growing problem of over sea military cost. The problem is becoming critical be cause, of the U.S. deficit and the slowing flow of dollar expenditures overseas. In the j. 'st eighteen months the U.S. trade balance has been for the first time in decades endangered, and even unbal anced by a flow of dollars out of the coun try. As a result of this, and high defense costs, consideration has been given to re questing allies overseas to underwrite part of the U. S. military outlay abroad. Currently, the U. S. spends about three billion dollars maintaining its armed for ces overseas. About half of this goes for operation and maintenance of bases, local payments, and construction. In these fields of expenditure it might be possible for allied nations , to contribute something if they so desired. Considering the U. S. spends several billion dollars annually on foreign eco nomic aid and the emergence of several allie in a stronger economic position, Washington is approaching the problem of overseas defense costs realistically, and, eventually, the U. S. expenditure will pro bably be lowered or co-operation from allieij countries obtained.
