NEBRASKA, SEMI-WEEKLY JOURNAL Thursday, September 24, 1959 Nebraska Democrats Having 'Political Growing Pains' By MEL YIN PAIL Statehouse Correspondent The Nebraska Press Association LINCOLN The Nebraska Democratic Party has develop ed what might be termed "pol itical growing pains." There usually Is unity of a sort in a party emerging into prominence after a period of dismantlement. Then, once the roots are down, the factions be gin jockeying for authority. All appeared to be harmony, publicly at least, after the Dem ocratic victory of last Novem ber. However, events recently have shown a rift may be devel oping. The matter came into the open when Frank Morrison, Lincoln attorney and for years a stan dard bearer for the Democrats, announced he would file for gov ernor. Top party leadesr immediate ly branded Morrison's announce ment as an act of "political dis courtesy" to Gov. Ralph G. Brooks. But Morrison claimed Brooks told him he was going to run for the U. S. Senate. It has been no secret in party circles that top leaders of the Democrats, including Bernard Boyle of Omaha, national com mitteeman, looked with favor on a ticket of Brooks for Sen ate and his administrative as sistant, Robert Conrad, lor. gov ernor. A sidelight is the fracas invol ving the party's publicity man, Gerald Schwartz of Omaha, who criticized sharply the Morrison filing. This drew strong statements from two members of the party's state central committee, J. J. Exon of Lincoln and D. C. Short of Chadron. They questioned the status of Schwartz and wanted to know who gave him authority to speak for the party. Exon" asked "that Schwartz be fired. Schwartz says he volunteered his services, for no pay, to State Chairman Russell Hanson of Newcastle. Hanson then issued a statement saying Schwartz had done a "good service" to the party. Laboratoris State officials are again eye ing the possibility of ridding the Capitol of offensive odors caus ed by laboratories. Now under study is the labor atory of the State Department of Health A survey team of the U. S. Public Health Service has looked over the layout in the statehouse. Dr. E. A. Rogers, state health director, says he feels the team in its report will note the "gen eral undesirability of having the laboratory in a general office building." One laboratory that for the Agriculture Department is next door to the statehouse cafe. The Public Health Service team is expected to make a re port in time for the next meet ing of the State Board of Health Oct. 26. Dr. Rogers says all persons concerned would be consulted before any move was made to take the laboratory out of the Capitol, including budget com mittee of the Legislature since the department has no funds ev en to rent a buiiaing. Rogers says he feels the team will recommend the health la boratory be moved out of Ne braska's most famous building. Nursing Homes A committee of the Legisla ture is going to make a careful study of the problems of nurs ing homes In Nebraska. This will get underway Oct. 16 at the group's next meeting when state officials connected with regulation of the homes will be summoned to appear be fore the committee, headed by Sen. Fern Hubbard Orme of Lincoln. Dr. Jack Rodgers, research director for the Legislative Coun cil , study group of the Legis lature said there are 33 nurs ing homes in rebraska which now have registered nurses and 44 with practical nurses. The re maining 323 have neither, he said. Rodgers said there should be j an inquiry into whether nursing homes are classified as to the type service they render. This would be beneficial, he added, in recommending any proposed legislation. Highwiy Commission The Advisory State Highway Commission now has a full com plement after three appoint -I ments by Gov. Elliott, manager of the Cass-Otoe National Farm Loan Association at Weeping Water, is attending a four-state meeting of farm loan manag ers in Omaha today and Friday. Elliott is chairman of the Res olutions Committee for the con ference which is an annual e vent of the district Federation of National Farm Loan Assoc iations. Highlights of the conference will include addresses by Frank lin W. Peck, St. Paul, Minn., member of the Federal Farm Credit Board; John T. Knox, New York City, fiscal agent for the nation's Farm Credit Banks; Joseph E. Burger, director of public relations, H. V. Nootbaar and Co., Pasadena. Calif.; and Thomas A. Maxwell, president, Federal Land Bank of Omaha. About 120 National Farm Loan Associations in Iowa, Nebraska, South Dakota and Wyoming will be represented at the confer ence.
