EDITORIALS Deeper in Debt The American public went deeper in debt in 1058 than it has ever gone before, according to an announcement by the De partment of Commerce in Washington. However, the .situation was not viewed as an alarming one by government econo mists. It was said that the ever-increasing debt is a continuing trend, partly caused by an increasing population and rising in comes of the average American. The rise in the National Debt in the last year, or in 1958, was some $18,700, 000, 000. Thus the private debts of Ameri cans reached the record total or$239,000, 700,000. The Commerce Department said that the different economic trends in 1958 di recly affected the character and volume of financing. In the first part of 1958, when the recession was still in progress, and the business outlook seemed rather bleak, con sumer borrowing fell off, but when the upturn became apparent, late in the year, consumer borrowing increased. This reflects the mental attitude of many borrowers, and also would reflect the increasing job security, or job income. We suspect, very naturally, that the debt increase will be greater this year than it was in 1958. Down Memory Lane r YEARS AGO J Members of the Rhoden family early day settlers of Cass county, held a re union at Garfield park in this city with ninety-two members of t he famly attend ing representing five states. South Dakota, Nebraska, Iowa, Kansas and New Vork City, Mrs. S. A. Rhoden, one of the older members of the family was present from ISturges, South Dakota Louisville was preparing to stage a "Major Bowes" night as part of their celebration of their toll bridge over the Platte river becoming a free bridge. Mrs. Harry Johnson, Mrs. Zu lemma Dye, Mr. and Mrs. D. C. Huffman are in charge Cass county was visited by a very fine rain that was badly needed by the farming area. The west part of the co unty has been very dry while the eastern portion had been more fortunate in having rainfall during the past weeks St. Paul's church of this city has adopted and ratified the constitution and by-laws of the Evan gelical and Reformed church approved by the general synod in June 1938. Under the new rules the elders of the church have charge of the spiritual development of the church while the deacons have the material and physical body to govern. The pastor is the governing central power of the church and its management and spiritual welfare under the new rules. The. officers elected at the meeting were: Elders - J. E. Meisinger, J. (i. Meisinger. Deacons-Henry P.orn, Henry Starkjohn, W. H. Puis, John Lutz. The pastor S. G. Schick will be the general chairman of the church govern ing board The sweet corn pick, one of the largest operations of the Norfolk Pack ing Co. was starting at the plant on Lin coln Avenue. The company has several thousand acres under contract in this coun ty and in Mills county, Iowa, that is ex pected to show a good yield. The pack will employ a large number of the men and women of this community. nr YEARS ACO W A group of Plattsmouth ladies and youngsters who have been at Oak Park at Seward, attending the Red Cross swimming tests have returned home. Pins were award ed at the park for swimming tests and pins were awarded to Constance Ren, Anna May Sandin, Emily Lorenz, Lucille Mei singer, and William Woolcott, Jr. Inga Reichstadt was awarded a pin in an ad vance class. In the senior class pins were awarded to. Mrs. Ray Herring and Mrs. Lou Henry Dorothy Ann, little daughter of Mr. and Mrs. Robert Will was injured while at the home of her grandparents, Mr. and Mrs. Edward Fitzgerald. She suffered a broken left arm when the horse she was riding, sought the shade of a tree and Doro thy Ann was brushed off and fell to the ground Isabel McFarland, daughter of the well known photographer, was victim of a rather unusual accident. She was play ing in the rear of the Bauer garage and a large radiator leaning against the build ing attracted her attention, as she touched it, it started to fall. A ring on one of her fin gers caught on the radiator and was mash ed off the hand and caused a very painful wound. M. pursuant to the call of the Mayor, having been postponed from the regular meeting night of July 27th, 1959. Present: Mayor Grant Roberts, Councllmen L. W. Moore, A. W. Huebner, Wm. O. Highfield, C. W. Rhylander, City Clerk Albert Olson. Absent: none. Minutes of the last meeting were read and approved. After discussion, motion car ried to reject all bids on street sweepers on file and to readver tise for bids on street sweepers, to be received and opened Aug ust 24, 1959 at 8:00 o'clock P.M. for new or used machines. Howard Davis was present re presenting I. L. Kocian about sewer assessment in Dist. No. 8, Lot 9 and W'2 Lot 10, Bl. 52, re questing the Council to authorize the City Atty. to settle same. Motion carried that same be not contested by City with the un derstanding that if sewer is used be subject to full assessment, no court costs against the City and City Atty. and Co. Atty. be au thorized to stipulate that Fred Toman and I. L. Kocian assess ments be canceled and that there be no court costs levied against the City. A statement of total cost of construction of sanitary sewers in Sanitary Sewer Dist. No. 15 was presented to the Council by Special Engineers Henningson, Durham & Richardson, Inc. in amount of $7,978.25 all of which is subject to special assessment. Motion carried that the Supple mental Certificate b.e accepted. Motion carried that the as sessment schedule and plat pre pared by Henningson, Durham & Richardson, Inc. and filed in the City Clerk's office be approv ed and accepted and notice be given to all persons interested that at 7:30 o'clock P. M., Aug ust 31st, 1959, at the City Hall, the City Council will meet in special session as a Board of Ad justment and Equalization for the purpose of equalizing and adjusting the special assess ments for benefits on account of construction of sanitary sew er improvements in S. S. Dist. No. 15 and for the levying of such assessments. Motion carried that Ordin ance No. 980 entitled "AN OR DINANCE TO APPROPRIATE THE SUMS OF MONEY DEEM ED NECESSARY TO DEFRAY, BY MEANS OF TAXATION, ALL THE NECESSARY EXPENSES AND LIABILITIES OF THE CITY OF PLATTSMOUTH, NE BRASKA FOR THE FISCAL YEAR ENDING APRIL 30, 1960, SPECIFYING THE OBJECTS OR PURPOSES FOR WHICH SUCH APPROPRIATIONS ARE MADE AND THE AMOUNT APPROP RIATED FOR EACH OBJECT OR PURPOSE: CONTAINING THE PERCENTAGE OR NUM BER OF MILLS LEVIED FOR EACH OBJECT OR PURPOSE; LEVYING A $2.00 POLL TAX UPON EACH AND EVERY ABLE BODIED MALE RESIDENT OF THE CITY NOT EXEMPT BY LAW: PROVIDING FOR THE CERTIFICATION OF THIS OR DINANCE TO THE COUNTY CLERK OF CASS COUNTY, NE BRASKA; AND PRESCRIBING THE TIME WHEN THIS ORD INANCE SHALL BE IN FULL FORCE AND TAKE EFFECT." be passed under suspension of rules.
