EDITOpJALS Sun Gets ! letter Scientists have come to the conclusion that in the past five years the sun has be come two percent brighter, and has pro bably grown correspondingly warmer. This is an Ir.teretiJr.j davelopir.r.t, since it had been concludsd by many scientists that the heat cf the sun was diminishing. Cone werthtr experts had assumed; on the arr.umption that the sun was gra dually burnirj tp, thxt this wpuld have a lonj-tsra ttZzct on th weather. The effect it there was, or is any, would naturally fcs almoct unnoticeable and would be r.sxsured in hundreds of years. However, if the earlier theory is in correct, and the run is actually growing hotter, and brighter, this may upset the scientific applecart to a decree. The rate of change which is suspected, in the period from 153 to 1858, is a two percent rise in brightness. It is assumed that the sun has thereby grown warmer. Some scientists believe that this may throw light on the climate changes that, in the past, melted the polar ice and flooded large parts of the world. In any event, it is an interesting dis covery, or theory, and one of considerable scientific value. ,- XT ft ft v Dcv;.t Celery Lane v A history nakir.j event occurred at the Plxttzaouth docks when one of the gi gantic ras barrea of the Socony Vacuum Co. of Kansas Cjty arrived and tied up at the dock while enroute for Omaha. Sincerely yours, (Illinois resident) Journal Want Ads Pay ISP Capitol News By Melvln Paul Statehouse Correspondent The Nebraska Press Association LINCOLN Probably the most talked about group of people in the current session of the Legislature is state em ployes. The subjects under discussion range from pay to politics. . Actual beginning of the mat ter came when several bills were introduced in the Legislature to boost the pay of 6ome depart ment heads and deputies. Some bills were passed by the, Legislature. Others did not make the grade. Then Gov. Ralph Q. Brooks began exercising his veto powe.r on salary hikes authorized by the Legislature. In the meantime, Richard E. Spelts Jr., .of Grand Island issued a statement saying that 30 state house employes changed their political party affiliation from Republican to Democrat, indica ting this was necessary for them to keep their jobs. -4 publican, leveled a blast In a letter to Spelts, against Brooks and the Legislature.- Beck said the governor's veto of salary bills is a political maneuver and members of the Legislature should recognize this and act ac cordingly. State senators are elected On a non-partisan basis, but Beck says they should have party loy alty on legislation that is strict ly political. There are 31 Re publicans among the 43 mem bers of the Legislature. 1 Brooks then called a press con ference and stated that it makes .no difference to him when em ployes change their party af filiation or not. , Ninety-five per cent of the ca pitol workers are Republicans, Brooks said, and all he wants them to do is "their job." A change of registration will not protect the inefficient em ploye, the chief executive, a Democrat, said. One thing Brooks said should not be done by state employes and that is they should not cam paign against the administra tion while they are employed by it. Interstate Fuss The Interstate Highway in Ne braska continues to be a bone of contention as it has since the program began in this state. The Advisory State Highway (.commission by a 5-2 vote, re commended the controversial section of the Interstate be built on the north side of the river between Grand Island and North Platte. ..-M to.. Crocks a great mxry perpie, Including those in the South Platte area, feel the decision on the North Platte Grand Island segment was based on Inadequate information. Also the senators said, they feel the decision was made before public hearings. The vice chairman of the com mission, J. R. McBride of Min den and an advocate of the south of the river route, said the people had been "double crossed" in that the decision al ready had been made before public hearings at Kearney and Cozad. State Engineer Roy Cochran denied this . He said there was no evidence brought out at the hearing that contradlcated the highway department's economic study of the two routes. Cochran said department per sonnel went through the hear ings with "open minds" on the question of the location of the road. Advisory Commission Stays , The Legislature took up the question of the Advisory State Highway Commission and decid ed its status should not change Involved in floor debate was a bill to give the commission exe cutive power, Including hiring the state engineer now ap pointed by the governor and veto power over the governor on road matters. Now the governor and the en glneer have the final say on road problems. A move to abolish the com mission altogether was decisively beaten. School Funds Federal matching funds a mounting to $448,106 will go to 100 Nebraska high schools for the current school year. Tha's the announce men from State Commissioner of Education F. B. Decker. Decker said the total is three times the amount expected be cause of a supplemental appro priation authorized by Congress, Money is to strengthen teach ing of science, mathematics and foreign languages. On a basis of $10.90 per pupil the high schools will get amounts ranging from a low of $343 at Bradshaw to $118,831 at Omaha Decker said another $560,132 will become available during the 59-60 fiscal year. , Thus, he said, Nebraska schools will benefit by about $1 million by the end of the second year of the 4-year program. By Rep. Glenn Cunningham Washington, D. C. (Special) A. House committee has recom mended that we abandon for good the pay-as-you-go plan for financing the huge interstate Highway program. The com mittee recommends that income taxes make up the deficit, rath er than a iy2 cent per gallon increase in the tax on gasoline. Because the cost of the Inter state Highway keeps skyrocket ing, the committee has recom mended that federal aid be in creased by $330 million to $2.5 billion for 1962. I favor a pay-as-you-go plan through a stretch-out of the pro gram if necessary or through reducing the 90 per cent feder al donation.
