In the shadows of Mt. Whitney, the nation's highest mountain, Tulare coun ty is an area of small cities, a few medium-sized towns, rural areas and many places of beau ty. To the motorist, however, Tu lare is of more significance. ,It has handled its highway prob lems with admirable common sense. Unlike most improvement problems, Tulare's did not cost millions of dollars a mile. It was not a thing to cause en gineers to marvel. How had it been done? County road offic ials decided to look at some of the accident causes in Tulare and came up with solutions that could be accomplished now and were easy to pay for. Joe Garcia, Jr., Tulare road commissioner, says the road improvement program started four years ago. Logically, the officials began to study haf.ard markings of all kinds. They fig ured that, with many hazards inherent in existing roads, the only practical way to save lives right away was to give motor ists plenty of warning of the hazards. So they began a de tailed study of hazard markers and road signs. Tulare officials found that most of their signs and hazard mark ers were badly outdated and useless. Most of the signs, in stalled 20 years ago, were too small. The roads had been im proved to permit faster traffic, but the signs still were ade quate only for cars and trucks traveling about 30 miles an hour. Some of the hazard markers and signs were badly placed. Hidden behind trees or growths of shrubs, they couldn't be seen by motorists no matter how slow ly they were traveling. Often curb signs were placed so close to curves that a driver going 50 miles an hour couldn't possib ly slow down enough to tako the curve safely. Many of the signs were not reflective so they could be seen at night. Put up during an era when there was little night driv ing, the signs served only to warn motorists driving during daylight hours. Other signs had been mutila ted, vandalized or damaged by the elements. Tulare officials soon enough realized that it was possible to warn all motorists of hazards by adopting a comparatively in expensive program of sign mod ernization. Tulare has not found a solution for motorists who choose to ignore the warnings, but acclaim from safety and highway authorities, and an ap parent decline in accident rate, indicates the sign modernization program is a success.
