Requirement of 1 license tag. No person shall ride or propel a bicycle on any street or nublic way in the City of Plattsmouth or upon aav. part thereof without first having se cured and attached to such bi cycle a nrcoer license tag as provided hereinafter. SECTION 3. Licenes applica tion. Application for a license to own and operate a bicycle shall be made to the traffic division of the police department upon a form to be provided by such di vision. The application shall be accompanied by a fee of 50 cents, to be paid in advance at the time of issuance' of the license. Such license mav be transferred, and the fee of 50 cents shall be paid for the registration of such transfer. Uron receipt of such annlication in proper form the chief of police shall provide, at the expense of the city, a proper tag he shall cause to be attached to the frame of the bicycle in a substantial manner. The re moval of any such tag, except by proper authority, shall be a vio lation of this Article. SECTION 4. Licenses issued. The Chief of Police shall have authority to issue, upon written application, bicycle licenses which shall be effective for one calendar year. All such licenses shall be dated January 1 of year issued. SECTION 5. Mechanical con dition. The Chief of Police shall have authority to inspect all bi cycles for mechanical fitness, and shall have authority to re fuse to grant or revoke the li cense of any bicycle in unsafe mechanical condition. SECTION 6. Licenses issued subject to the following condi tions, and operation subject to following regulations: a. Brakes cn bicycles. Every bicycle when operated unon a highway shall be equipped with a brake adequate to control the movement and to stop such bi cycle whenever necessary. b. Lamps and reflectors on j bicycles. Every bicycle operated on anv public street, alley or any part thereof between the hours of sunset' and sunris3 shall be equipped with a lamo on the front exhibiting a white light visible from a distance of at least five hundred (500) feet to the front and with a reflector on the rear at .a height not to exceed forty-two (42) inches nor less than eighteen (18) inches above the ground unon which the bicycle stands; everv such reflector shall be so designed and maintained as fo be visible at niffht from all distances with in three hundred (300) feet to fifty (0) feet from such bicycle. A red light visible from a dis tance of five hundred (500) feet to the rear may be used in ad dition to the rear reflector. c. Audible signal. No person shall ride a bicycle unless it is equipped with a bell or other de vice capable of giving a signal audible for a distance of at least one hundred (109) feet; except that no bicycle shall be equipped with nor shall any person use unon a bicycle any siren or whistle. d. Riding on bicycles. 1. A person propelling a bi cycle shall not ride other than UDon the permanen4; and reg ular scat attached thereto, nor carry any other person upon such bicycle other than upon s. firmly attached and regular seat thereon, nor shall any psrson ride upon a bicycle other than as above author ized. 2. No bicycle shall be used to carry more persons at one time or than the number for which it is designed and equinped. e. Soeed of bicycles. No per son riding a bicycle shall ride faster than is reasonable and proper in regard to the safety of the rider and others. f. Clinging to vehicles. Any person riding upon any bicycle shall not attach the same or himself to any other vehicle upon a roadway. g. Riding in a group. Persons riding bicycles upon a roadway shall not ride more than two abreast except on paths or parts of roadwavs set aside for exclu sive use of bicycles. h. Carrying Articles. No per son riding a bicycle shall carry any package, bundle or article which prevents the rider from keeping both hands upon handle bars. i. Trick riding. No rider of a bicycle shall remove both hands from the handle bars, or feet from the pedals, or practice any acrobatic or fancy riding on any street; nor shall any person op erating a bicycle upon a public highway participate in any race for speed or endurance contest with any other vehicle, except under permit from and under the supervision of the Chief of Police. j. Hand Signals. The opera tor of any bicycle upon any pub lic street shall give hand signals of hisdntention to turn or'stoo said- bicycle as follows: right turn signal shall be given by ex tending left arm parallel to s'houider and raising forearm Perpendicular to ground; left 1 turn signal shall be given by ex 1 k. No person shall ride upon a bicycle on sidewalks adjoining person who is walking. 1. Any bicycles parked on any ". street, alley or walk in this city shall be parked in an upright position, in such a manner as to' not obstruct tramc and not less than three feet from any door way, and in such a manner as1 to not endanger glass windows. SECTION 7. Handling of bU cj'clos by dealers. All persons en' gaged in the business of buying" or selling nsw or second-hand bicycles -are required to make a' report to the police department, giving the name and address of the person from or to whom! each bicycle is purchased or sold, the description thereof, the frame number thereof and the number of the license plate found thereon. SECTION 8. Transfer of bi cycle ownership. It shall be the dUiy of every person who sells or transfers ownership of any bicycle to report within ten days of the date of such sale or trans fer to the police department, to gether with the name and ad-' dress of the person to whom said bicycle was sold or trans ferred, and the make and frame marker of such bicycle. It shall be the duty of the purchaser or' transferee of such bicycle to ap-' ply for a transfer of the regis tration thereof within ten days of the sale' or transfer. SECTION 9. A bicycle is here by defined to be a vehicle with-' in the meaning of existing ordi nances of the city of Platts mouth, Nebraska, and all bi cycles shall be operated strictly -in accordance with ordinance No. 833 of the city of Platts:; mouth, Nebraska, relating to ve-. hides and traffic, and violation of such ordinance shall also be deemed to be a violation of this ordinance. SECTION 13. Any person vio lating any provisions of this or dinance or who shall fail, ne glect or refuse to perform any duty imposed upon thereby, shall be deemed guilty of a mis demeanor, and upon conviction thereof may be fined in any sum not to exceed 01C.O0, and ?hall stand committed to the city jail until such fine and costs are paid.
