The board of county commissioners met pur
suant to adjournment Present C B Gray
F S Lofton and Edward Sughroue county
commissioners and Charles Skalla county

The minutes of the meetings held January 4
5 G and 7 were read and on motion approved
except that Mr Sughioue does not approve of
the action taken by the board on January 4
1910 relating to the allowance of deputy and
clerk hire in the county clerks and county trea
surers offices and their salaries
A motion was made by Sughroue seconded by
Lofton that A J Wheeler be appointed as con
stable of East Valley preciuct to fill vacancy
Motion carried auanimously
A motion was made by Sughroue seconded
by Lofton that J M Brown bo appointed as
justice of the peace for East Valley precinct to
fill vacancy Motion carried unanimously
A motion was made by Lofton seconded by
Sughroue that the resignation of Charles
Weintz as constable of Willow Grove precinct
bo accepted Motion carried unanimously
A motion was made by Lofton seconded by
Sughroue that H I Peterson be appointed as
constable for Willow Grove precinct to fill va
cancy Motion carried unanimously
A motion was made by Lofton seconded by
Sughroue that F C Tyler be appointed as jus
tice of the peace for Box Elder preciuct to fill
vacancy Motion carried unanimously
A motion was made by Sughroue seconded by
Lofton that the salary of the county sheriff for
1910 be fixed at 12UO0 Motion carried unan
imously
A motion was made by Lofton seconded by
Sughroue that the salary of the county superin
tendaut for 1910 be fixed at 116000 Motion
carried unanimously
A motion was made by Sughrone seconded by
Lofton that the salary of the county clerk for
being clerk of the county board be fixed at
30000 for 1910 Motion carried unanimously
A motion was made by Lofton seconded by
Sughroue that the clerk be instructed to send
notices to all physicians residing in Red Willow
county that sealed proposals will be received
by the county commissioners at the office of the
county clerk up to noon April 5 1910 which bids
will be opened by the board at the firstjmeeting
after said date for such medical services and
medicines as may be required by the poor of
Red Willow county proposals to embrace the
following districts of said county viz
The first district comprises the six eastern
precincts of the first commissioner district
The second district comprises all the precincts
of the second commissioner district
The third district comprises the eight western
The board reserves the right to reject any and
all bids
Motion carried unanimously
A motion was made by Sughroue seconded by

diers Relief commission for the term of three

Whereas we the board of county commis
sioners of Red Willow county Nebraska deem
it Tor the best interests of tho county and tax
p lyers and of the several road district of tho
county that u better system of checking thu
accounts of the road overseers and of the road
work terformed amounts pnid and warrants
issued on the district road funds thnn tho sys
tern in use during the Inst few years which al
lowed all road overseers to issue orders on their
road district fuuds without check until the end
of the year be provided
We therefore resolve and instruct tho county
clerk not to deliver any order books to any of
the road overseers but to follow tho following
plan
To supply each road overseer with the proper
claim blanks nnd have thorn at times suitable
io them and whenever any work has been done
on the road in their respective districts either
by tlx m to
file claims duly sworn to and approve 1 by aid
overseers itemizing the number of cays of la
bor performed by each man and the mounts
due each with the county clerk
Said claims arc to be presented by the county
clerk to the board of county commissioners at
their next meeting and by them directed to b
paid by Jwarrant on the resiective road dis
trict fuud said warrants to be signed by the
county clerk and countersigned by the chair
man of the cotyity board the same as any other
county warrant Overseers shall draw their
own pay in the same manner and on their
claims shall state their time for overseeing
separately from the amount due them for labor
of any team owned by them
The object of this order is not to take away
from auy overseer the lawful right to say how
the funds of their districts shall be expended
or who shall be employed or where or how much
work shall be done but simply to provide a uni
form system for the keeping of the books anil
records of each district and of nil the expendi
tures
The road overseers shall keep time books
furnished them by the county clerk and on such
books record the name of each man working
each day tho date and the amount due each
j day Also an accouut of all supplies bought by
them for the district Uills lor nails and otner
supplies bought by them for the district shall
be filed with the county clerk by the parties of
whom such supplies were pure ised and said
parties must produce receipts from the overseer
i who bought the same and no bills will bj al-
lowed unless such receints are attached to said
claims Bills for Iumbir must likewie be ac
companied by receipts from the overseer com
missioner or any one authorized to purchase
said lumber by a commissioner anil no bills
for lumber will be allowed unless such receipts
are attached to said claims
After such bills for nails supplies and lumber
are pre ented to the county board it is for the
board to determine whether said bills are to
be paid by warrants on the bridge general
commissioner district road fund or the respec
tive road district fund
The time books of the overseer- must filed
with the county clerk when filled or at the end
of the year
The county clerk is instructed to cause proper
receipts to be printed and to supply the firms
and merchants of whom supplies are likely to
be bought with such receipts
The county clerk is further instructed to
cause proper claim blanks to x printed and to
supply the road overseers and the merchants
who apply for them with the same The clerk
is also instructed to provide himself with thi
necessary order books aad records in order t
keep a complete and accurate account and
check of all the amounts paidIand of all the a -counts
paid and of all the work for the road
districts of the county
The county clerk is further instructed to de
liver a copy of this order to each overseer of the
county each lumber firm awl each merchant
of whom lumber and supplies hae been
