of Mexico’s 27 states, and over
4,000 miles of her railroads and
highways, is my 10th extended so
journ in Spanish America. Each
successive trip has convinced me

tects, electricians, radio operator

And while I’m on the subject
of the Negro’s' interest in S^an
i h America, I’d like to make a
suggestion to our Negro colleges
and universities; In Mexico City
I talked with the president of the
Mexican National Sports confed
eration about the establishment
of a hletic relations between the
universities and high schools of
Mex co and the Neg-o «chools of
similar grade in the USA. Th •
entire personnel of the office was
immediately interested and asked
me to begin working out such a
relationship immediately upon my
return to the States, Such inter
national contents can be worked
out in football, basketball, track,
tennis, swimming, golf, volley
ball and baseball at little or no
eo t to any cf our institutions, and
in some cases with substantial
profits, while the educational ad
vantages resulting to the players
who make these trip* would be
eoual to three months of class
work. Two hour* in the Palacio
de Balias Aries in Mexico City
were more stimulating to me from
an educational standpoint than
w'ere the combined efforts of all
my high school and college in
structors. But I musn't get started
to writing about Mexico City,

In concluding this article your
correspondent would like to sug
gest that American Negro tou
rists who plan to visit foreign
countries give some thought to
Mexico. I have kept an accurate
account of expenses on this trip
in order to be able to estimate
the cost of any projected Mexi
can tour for American tourists. I
have done all my traveling second
class for three reasons: to save
money; to be able to arrange the
least expensive trip* for persons
who haven’t much to spend; to
come in contact with the average
Mexican and get his viewpoint on
the vital questions of the day.
Two weeks of travel and plea
sure in Mexico, cost me exactly
$40.30. This amount includes pass
port, 4,000 miles of travel, hotel
bills, food, two rounds of golf and
caddy fees at Torneon, Coah, nine
hours of roller skating on three
successive nights in Mexico City,
a trip to the top of the monument
to the revolution, six picture
shows, ten hours of swimming in
Torreon and Mexico City, shoes

the founding of the Urban League
movement we have as enibled in
ths atmosphere of tranquility at
a time when the diplomatic rela
tionships around the world are
hanging by a thread of circum
stances. Perhaps at no time in the
history of the League movement
or in the history of organized so
ciety have the peoples of the
earth been more conscious of their
economic uncertainity as is true
of people everywhere at the pre
sent time. It is such a time as
this that members of the Urban
League family, both staff and
board affiliations, are called upon
to re-evaluate our program a
gainst the rapid changes that are
taking place in our economic so
ciety as a background. New skills
must be employed, new technique
developed.
“Notwithstanding these has
been a marked decrease in the
morbidity and mortality rates of
Negroes during the history of the
League movement the rates are
still both high. The same thing is
true of the crime rate. There are
economic causes, we admit, which
are contributory factors to this
abnormalty. However, these rates
must come down. It is for us to
decide what we can do about it.
‘The present low-cost housing
program has not been able to
reach or benefit directly Negroes
below the middle class or econo
mic level. Negroes in the lowest
income brackets can only be bene
fited by a larger subsidy by eith
er municipal, state of Federal
governments. By and large, the
wages or salaries of the middle
class Negro appropriate the level
of the wages or salaries of white
persons fh the lowest income
gfroup. The Negro both as an
integrated and participating ele
ment in the total American pic
ture ad as an enforced separate
social and economic community,
must get hold of and control more
financial and material resources
if his organized buying power is
to enhance his employment oppor
