A good many Anieritskin news
papers reeently printed a tssle-l
gram from Holland t» the ek
feet. that Denmark had Ins-sent
ed a note to Germaan demanding
a settlement of the Slesvi.g ques
tion along the lines ot· the treaty
of Preis-sue
This telegrani had no foun—
dakism in kast. Th«1 Dauish
Governnient has sent no sueh
note to Germany for the Qimple
reason that the treaty of Prague
gave no elaim to Denmark di—
re(·tly. The treaty eontained the
provision. that the Northern dis
triets of slesvixz should have the
right to determine-, whether they
wished to belong to Denmark or
to-Germany. ln other words:
Germany eoneeded certain rights
to the North slesvigers. not to
Denmarlc.
For this reason Denmark was
prevented from protesting against
the nonkulkillment ok the Prague
treaty, but the North Slesvigers
never gave up their rights.
Through more than fifty long
and weary years they fought
what often seeined a lost and
hopeless fight kor their Danish
nationality and their Danish
mather tongue
lt was therekore altogether
right and kitting, that-when a
few weelcs ago the new Ger
many reeoguized the principles
ok national seltdetermination——
not the Danish Government. hut
the representative of the North
slesvigers themselves in the Ger
man Reichstag demanded the exe
ention ot« the Prague treaty and
the final settlement ok the XortliH
slesvig question on the hasis of
the right of the people to deter-l
mine their own allegianee
Throns-h him spoke the peoplel
of North slesvig, Erhose voieel
and whose roiee alone should he
heeded.
While Denniark ean lay no
claim to North slesvig in a«
strietly legal sen5e, it has, ok
eourse a moral right that in these
days will weigh just as heavily.
This found expression in the re
eent seeret session in the Dan
ish Parliament. when both rshami
hers after a speeeh by the Klin
ister of Poreign Akkairs. Mr.
Seavenius, unanimously akkirm
ed the deelaration, that the na
tional hopes ok Denmark are in
dissoluhly bound up with the
realization ok the prineiples ok
national self-detemination.
For more than-half a eentury
Deninark has looked forward to
the days when her lost provinee
should he returned to the mother
land. But the Danish nation does
not expeet or want more than
that par-Hof slesvig, which is ah
solutely Danish in language and
Sympathie-a

stance as the granting to Den
mark ok more than the Danish
parte pk slesvig or the estjihlislv
dient oi a Butter state either in
per-oval anion with Denmark or
ruled by a Danish prinee. The
reason- why Denniark would feel
bound to hypose such plans are«
the following
s. It would· means the denial
of the. ideal konndation which
h- ist-ed theils-tiefer the na
tional claim ot Musik«- inha
sittziith s- well as« those of Den
h( It wald, Mel-more, re
v- -c
d. Again this condition might
result in a closer cultural con
nectiun with Sei-many than de
sirable for the maintenaiuse ok
the Idependence and charac
teristics of the Danish iiationality.
The idea ok a person-il union,
which has come up from time to
time in Denmark too, has been
rejected as more apt t(kdraw
Dentnark to Oel-many than the
duchies to Denmark.
e. Also from the point-ok-view
of the Allies« and America a so
lution along these lines would
seem less clesirable. It would not
be possible to bring such a so
lution in accord with the prin
ciples ok selt-detennination and
it would result in eontinuous
cause for dispute between Den
mark and Getan-any
k. A territorial arrangement
whieh was not unreservedly and
honestly ac(«epted by Germany
would «have to be constantly
maintained diplomatieally and,
on occasion it is to be keared,
militarilz-. as human nature is
slow to change and disputes
will arise.
g. As Deninarlc, even thus en
larged, would always be in the
position ok the weaker as com
pared with Germany, there would
rest upon the Allies and the
UNITED STATES the care and
responsibility ok maintaining such
«an arrangement. In other words,
Denmark would be in the regt-et
tablexposition ok being compelled
to iook for assistance from out
side, while the political eonstella
ltions might be constantly chang
ing.
Historie examples and ex
periences warn, against arrange
ments of this nature, and this
warning it might be well kor
all parties to recognize. To re
Iker to a league ok nations would
Inot give satiskaction, because the
lvery principle on which a leagne
»ok nations rests, would have been
lviolated, should Denmark re
ceive within its territory a Ger
man population
The whole question is a very
dikkicult one indeed and has, un
kortunately, kar too okten been
obscnred in the international
discussion because ot, no doubt,
well intentioned but politically
tiot kully competent people’s ac
tions and propaganda
It can therefore not be em
phasized strongly enough that
Denmark wishes kor a solution
along purely national lines, not
only because this- is in accord
with its own real keelings and
best interests, but because it con
korms with the often expressed
principles ok the Allies and Ame
rica, that the new national set
tlements must be just and kinaL
The Danish nation wants ke
turned to Denmark the Danishi
parts ok slesvig in such a way
as not to give cause kor future
misunderstandings. This stand is
in kaet only a continnation ok
Denmark’s nentral policy, main-s
tained during the war with eqnal
loyalty to both sides.
