county, and the ediiorof the Sentinel,
at Hebron says that he is hoping and
praying for a few new ones " every

The boys have got a good joke on
our esteemed contemporary of the
lower end- of town. When they want

day. Thecnterprijing firm ofSpanogle &
Funk secured, this week, a liberal ad
vertising .space in the Cmr.F, which
they will in a few weeks fill with an
advertisement of the immense stock of
agricultural implements that they are
receiving. Farmers give them a call.
This week we print and circulate
over 1000 copies of the Chief. Those
who are not subscribers but receive a
copy of the paper this week, are re
spectfully invited to call at the office
and become a regular reader and pa
tron of the oldest and best newspaper
in the county.
To all farmers who wish to become
subscribers to the Chief but are .pre
vented from doing so on account of
the hard times we make the following
offer: We will send the paper free of
charge until after harvest upon their
agreeing to s"ubscribc-at that time and
pay for it a year in advance.
Some one, while wo were absent

We do not publish it because we do
not know the name of the author and
because we cannot allow the Chief to
become a medium for the dissemina

Farmers if you want a newspaper
thatis worth the money, one that
gives all the county news and has the
mandood to stand up for your inter
ests fnd never was known to fawn
upon anyone for the sake of a little
patronage, then subscribe for the
Chief. Make a wise choice between
the two county papers, for while the
Chief, as you well know, posseses the
above distinguishing- traits, the other
is simply the mouthpiece and tool of
one or two office holders in the
county.
Mr. H. R. Simons has purchased the
milk business of Mr. Montgomery and
has bought up a number of good cows
lately. Mr. Simons has perhaps the
best location in the county for keoping
inilch cows, it being situated in the
timber south of the bridge, where an
abundance of fresh- watr is always at
hand and the stock is sheltered by the
timber from the hot sun in the sum

we would favor the securing of at least
one expert from outride the state.
Every thinking man must know that
if there has been any crooked transac
tions in connection with the clerk's or
treasurer's office or whatever skuldug
gery hhS been carried on, the books uill
show up all rlijht on thrir ace, hence the
necessity for the employment of an
expert to get at the bottom of the mat
ter. The people demand that the investi
gation be thorough, and that the exact
status of the county uflaira be so clear
ly showed up as to forever preclude
the ncces-ity of another investigation
back of this date, and in order that
the work be efficiently carried out it is
absolutely necessary that the commit
tee he empowered to subpoena witness
es ami examine them under oath.
If this is done we are decidedly of
the opinion that there will boa "rattling
of the dry bones" that will be surpris
ing to say the least.
It is not our intention at this Mtagc
of the proceedings, seeing that the in
vestigation is sure to take place, to
make any charges against anyone,
but, in order that the mass of the peo
ple may know that we are not actua
ted by any personal feelings in the
iiMtter, we will ju?t say that it is our
linn belief that the following list of
offences have been committed by the
present county clerk, and that an in
vestigation, if properly conducted, will
prove that James A. Tulleys, clerk of
Webster county has been guilty,
1st. Of unlawfully dealing and spec
ulating in county warrants.
2d Of having made $700 or more
by "ways that are dark, and tricks
that are vain" at the time the lat fun
ding scheme was perpetrated on the
people of the county.
3d. Of having repeatedly charged
and unlawfully obtained pay for work
which was covered by his salary as
county clerk, and for which he had no
right to make any charge.
4th. Of having repeatedly made false
returas-of the receipts of his office and
unlawfully retainined money received
as fees from parties having business at
his office.
5th. Of having, for the purpose of
gaining populairty with the people of
the county, failed to charge and collect
fees for affidavits &c, which fees right
Iv belonged to the countv. and of
which the county was defrauded.
6th. Of having charged ami collec
ted fees for affidavits made by him as
clerk of the court, and for which the
law does not allow a charge.
7th. Of having wilfully disregarded
the htw in the matter of letting the
contract or rather of refusing to let
the contract for furnishing the county
with books and stationery ,to the low
est bidder, thus causing an unneccs-
Isary expenditure of hundreds of dol
lars of the peoples money.
8th. Of having received 25 per
cent, as commission fronv the parties
fr0m whom he has purchased county

books and stationery, (25 dollars o n
even hundred dollars worth of books
&.C., bought for the county,) thus de
frauding the county of thousands of
dollars in the last eight years!
9th. Of being in collusion with
certain other dealers in county scrip,
for the express purpose of keeping
down the price of county warrants.
We believe that if the investigation
of county matters is conducted in a
proper manner, such as is contempla
ted by the signers of the petition for
the same, and in the business like and
searching style demanded by tne tax
payers of the conty, wc say it is our
firm bolief that the county clerk will
be found to have been guilty of all" the
above named crooked transactions,
and more, and in that event the road
from the clerk's office to- a criminal's
coll is short and straight.
If. on the other hand, after an honest
and thorough examination of the coun
ty matters, it is found that our suspi
cions and those of a majority of the
people of the county are without
foundation and that the clerk is guilty
of no misdemeanors, then wo aro rea
dy to retract all we have said and
make the amende honorable.
The Commissioners have an impor
tant duty -to perform, a duty that de
volves upon them as- servants of thel
people of this county who are aroused
and in earnest in this matter, and we
hope and? believe that they will not
loose-sight of the fact that the eyes-"
of th people aro upon them, and they
are expected to conduct this matter
in such. wy as to set the question at
issue-forever afrest-
