The people demand that the investi gation be thorough, and that the exact status of the county uflaira be so clear ly showed up as to forever preclude the ncces-ity of another investigation back of this date, and in order that the work be efficiently carried out it is absolutely necessary that the commit tee he empowered to subpoena witness es ami examine them under oath. If this is done we are decidedly of the opinion that there will boa "rattling of the dry bones" that will be surpris ing to say the least. It is not our intention at this Mtagc of the proceedings, seeing that the in vestigation is sure to take place, to make any charges against anyone, but, in order that the mass of the peo ple may know that we are not actua ted by any personal feelings in the iiMtter, we will ju?t say that it is our linn belief that the following list of offences have been committed by the present county clerk, and that an in vestigation, if properly conducted, will prove that James A. Tulleys, clerk of Webster county has been guilty, 1st. Of unlawfully dealing and spec ulating in county warrants. 2d Of having made $700 or more by "ways that are dark, and tricks that are vain" at the time the lat fun ding scheme was perpetrated on the people of the county. 3d. Of having repeatedly charged and unlawfully obtained pay for work which was covered by his salary as county clerk, and for which he had no right to make any charge. 4th. Of having repeatedly made false returas-of the receipts of his office and unlawfully retainined money received as fees from parties having business at his office. 5th. Of having, for the purpose of gaining populairty with the people of the county, failed to charge and collect fees for affidavits &c, which fees right Iv belonged to the countv. and of which the county was defrauded. 6th. Of having charged ami collec ted fees for affidavits made by him as clerk of the court, and for which the law does not allow a charge. 7th. Of having wilfully disregarded the htw in the matter of letting the contract or rather of refusing to let the contract for furnishing the county with books and stationery ,to the low est bidder, thus causing an unneccs- Isary expenditure of hundreds of dol lars of the peoples money. 8th. Of having received 25 per cent, as commission fronv the parties fr0m whom he has purchased county ' i l aa? i -", ,1..11.u. . books and stationery, (25 dollars o n even hundred dollars worth of books &.C., bought for the county,) thus de frauding the county of thousands of dollars in the last eight years! 9th. Of being in collusion with certain other dealers in county scrip, for the express purpose of keeping down the price of county warrants. We believe that if the investigation of county matters is conducted in a proper manner, such as is contempla ted by the signers of the petition for the same, and in the business like and searching style demanded by tne tax payers of the conty, wc say it is our firm bolief that the county clerk will be found to have been guilty of all" the above named crooked transactions, and more, and in that event the road from the clerk's office to- a criminal's coll is short and straight. If. on the other hand, after an honest and thorough examination of the coun ty matters, it is found that our suspi cions and those of a majority of the people of the county are without foundation and that the clerk is guilty of no misdemeanors, then wo aro rea dy to retract all we have said and make the amende honorable.
