ATLANTIC street, between 3d and 4th, was can
sldera bly damaged by the late heavy rains, the water
having washed through underneath and abeut ten
feet of the north side has caved in. Another rain
or two will cut clean through if something is not
done to protect it.

Main street must be finished to the western limits
immediately ! To fall back upon your dignity and
assert that it ought have been done with the first
bonds eipended don't help the matter ; let all ad
mit this, and it will not improve the rond, or prevent
trade from being diverted from us. All, or nearly
all, who have been benefited by the recent grading
have sought the workmen and added a bonus to the
bonds; shall Main street, represent ing a capital of
over a quarter of a million dollars, log for the paltry
sum necessary to pay the difference on these bonds ?
Not a merchant but eoukl agree to take one, two or
three hundred dollars in bonds fer goda at 90 cents
on the dollars; all will need them to pay the bond
tax. This would get the work fiu'uhed immediately
and would pay you back double the sum in increased
business in one season.
Again, your united action is necessary upon mat
ter outside cf the city. Roads, leading to this city,
are being fenced up in several instances In such
manner as to force men living from three to five
miles from town to travel six or eight to reach it.
The greatest enemy to your complete prosperfy Js

A TUBLIC NUISANCE I This is the only term
that can be appropriately applied to Levee street
between Main and Water streets; it ia a perfect
mud hole at present, delightfully mixed with ma
nure and rubbish generally. The . bridge leading
from Water onto Levee street is washed out, and
also the embankment uade to turn the wafer down
the ditch en Water street to the river. This ditch,
at present, is a nuUaac, it is cot deep eaoBjh for
ono thing, It ia open, which i a nuisance and the
elbow turn which, tho water U expected to mak
will never last. Thi water should be run traight
to the river from Rainey A Lewis' warehouse in a
covered culvert, either walled up or protected in
such a manner, clean to the river, to prevent acci
dents and to pretent lie water from washing out
j a the foot of Water as it has on Main. Next to
Muda itreet this is the mosf important inlet to th

cny. Aii tne travel rrom across the river ow
comes"up Water street, as also from the lower bot
torn and from the southwest. The railroad, which
will be completed to opposite thi city thi weeks
will bring much of the good fo r this city and inland
towns even during the boating season, and after the
close of navigation, all must come that way. These
reasons, coupled with the necessities of the inhabi
tant along the treets and the health of that por
tion of the city, we hope will be sufScient to cause
our city fathers, who wo know have the weUare of
our whole city at heart, to act promptly to improve
the condition of that portion of our city.
SIDEWALKS. S inco our last we have been ask
ed the course necessary to take in order to bring the
owners of lota to grade their Bidewalks ; wo answer
in the wording of our City Charter, section 29:
"When the owners of two-third of the whole lino
of the lots bordering en any street or alley in the
city, or a part cf any etrcet or alley not less than
one whole square between any two treeta crossing
the same and measuring only the front line of such
lots, shall petition the Mayor and Council to have the
sidewalks graded and paved, the Mayor
and Council shall cause the same to be done by con
tract given to the best bidder, after advertising to
receive proposal therefor." "and
the owner cf the lot bordering onsuchstre't
snail be liable to the contractor for their pro
portion of the cost." Thit is the substance of the
the law. Now, although, these pavements are
publio convenience and necessity, their manage
ment rests solely with the resideita of the block
fronting on the street to be improved., Now, the
fronting Main streets on block IS, 17 and 18 are
graded down, except a lot or half lot in each block ;
and block 3 needs but a half lot graded, and blocks
5 and 6 a slight 11 in front of a lot or two, and the
pavement on Main street will be graded. Let th
publio urge thi matter upon the lot owners, and
if the public demand for thi improvement is not
soon complied with, thwe residing in the block
should ask the Mayor and Council to hare it done

street, in such place or places as the Street Commis
sioner may designate, within the limits of the con

The account of J.N. Reynolds, City Attorney, for
services for ono year, ($400) waa referred to com

On motion the committee on Ways and Means
were instructed to prepare and report at next meet
ing, a ree Uill or oalary for the services of Citv
Attorney, Fire Warden, Street Commissioner and
Marshal.
The following resolution wasadopted :
Resolved, That all orders or resolutions, or any
authority whatever, heretofore granted to any per
son or persons whemesoever, to cutdown trees in the
streets of Brownville, bs revoked ; and that the
Marshal and fcireet Commissioner be requested to
in term tne parties interested of the passage of this
resolve.
On notion, the City Attorney wa requested to
i&fc-rin this council at its next meeting whether or
not in his opinion any further ordinance is neces
sary in order to secure the legal and proper collec
tion of taxes levied by the city.
The following resolution was adopted :
fietolved, That a select committee of three be ap
pointed, with instructions to examine the records of
the city, and ascertain tne amount; or money col
lected for fine's and licenses, to which the school
fund does or may set up a claim ; and also to ascer
tain whether or not any mono ha ben collected
and used by the city which ought to have been paid
into tne school lund ; and that such committee be
authorised to procure the best legal advice attaina
ble on the subject, and report at the next meeting
of the council.
The Mayor appointed Messrs. Dorsey, Furnas and
Carson as the above committee.
The report of Wm. H. Hoover, Treasurer, was or
dered to be spread upon the records as part of the
proceedings of the council.

The petition of William H. Yalleau & Co., to sell
malt, spintous and vinous liquors in the city of
Brownville, for the period of six months from May
1st, 1S6S, was received. i
On motion, it was resolved that the prayer of the
petition be granted, and that a license issue to said
Yalleau it Co., for the term of six months at tne
rate of f2i per annum"; Provided, That said ap
plicants donate to the city and py into the hands
of the City Treasurer the sum of $37,50 at the time
said license, issues, to be used for city purposes.
Petition of Garrison fr Roberts for license to sell
liquor for six months from May 1st 1S5S, was re
ceived, and on motion, was granted on the same
terms and provisions as Yalleau dr Go.
Petition of Charles Briegel to sell malt liquor at
his saloon ou Main street, for six months from May
1st, 1S63, was granted upon the payment by said
Briegel of a license of $12,50, prorided he donates
1 2.53 to the city to ba used for city purposes.
Or motion, the bonds of Yalleau ' Co., and Gar
risen A Roberts were fixed at $1,000 each, and that
of Charles Briegel at $500.
The following resolution was adoptel :
Reiolcsd, That the City Street Coramlsnoner be
instructed to forhwith inform Dr. Blackburn, con
tractor, to at once remove the dirt deposited by him
in the gutter at the confluence-of Fourth and Main
streets, on the north side; and if this order of the
council is not complied with within four diys,that
the said Commissioner be requested to perform the
work at the expense of the aforesaid contractor.
Moved that the Street Commissioner be directed ;
to repair Atlantic street, so that the water may be
turned into its proper channel on Fourth street.
Carried". .

to encourage the upward tendency in Gold. To-day
the market opened in New York at 139 and closed

Governments hare ruled firm with an upward

On the 15th of May about $20,000,000 Compound
Interes- Notes will ma ture, and, carrying three years
interest, about $4,000, 0l0 payable in currency.
The principal may be exchanged for the tew 3 per
cent certificates, if the.holders (principally banks)
so select. The balance of the compounds, some
$25,000,000, 'matures daring the months of August,
September and October next ,
The interest due May I in gold something over
C25.000.000 on-U S 5-20 bonda, comprises the
issue of 1S62, $514,780,501), 1S64, $129,443,800, and
