A TUBLIC NUISANCE I This is the only term that can be appropriately applied to Levee street between Main and Water streets; it ia a perfect mud hole at present, delightfully mixed with ma nure and rubbish generally. The . bridge leading from Water onto Levee street is washed out, and also the embankment uade to turn the wafer down the ditch en Water street to the river. This ditch, at present, is a nuUaac, it is cot deep eaoBjh for ono thing, It ia open, which i a nuisance and the elbow turn which, tho water U expected to mak will never last. Thi water should be run traight to the river from Rainey A Lewis' warehouse in a covered culvert, either walled up or protected in such a manner, clean to the river, to prevent acci dents and to pretent lie water from washing out j a the foot of Water as it has on Main. These reasons, coupled with the necessities of the inhabi tant along the treets and the health of that por tion of the city, we hope will be sufScient to cause our city fathers, who wo know have the weUare of our whole city at heart, to act promptly to improve the condition of that portion of our city. S inco our last we have been ask ed the course necessary to take in order to bring the owners of lota to grade their Bidewalks ; wo answer in the wording of our City Charter, section 29: "When the owners of two-third of the whole lino of the lots bordering en any street or alley in the city, or a part cf any etrcet or alley not less than one whole square between any two treeta crossing the same and measuring only the front line of such lots, shall petition the Mayor and Council to have the sidewalks graded and paved, the Mayor and Council shall cause the same to be done by con tract given to the best bidder, after advertising to receive proposal therefor." Now, although, these pavements are publio convenience and necessity, their manage ment rests solely with the resideita of the block fronting on the street to be improved., Now, the fronting Main streets on block IS, 17 and 18 are graded down, except a lot or half lot in each block ; and block 3 needs but a half lot graded, and blocks 5 and 6 a slight 11 in front of a lot or two, and the pavement on Main street will be graded.
