solcher Brief, wäre er in die Hände
deZ britischen Feindes gefal
len und für ihn lesbar gewesen, den
Fortschritt der Revolution ernstlich
hatte verzögern können!
Seitdem haben, im Krieg und im
Frieden, . verschdene , Zweige , der
amerikanischen Aegierung gar diele
Arten von Geheimschrift angewendet,
um die Washingtoner Behörden in
intimer Fühlung mit auswärtigen
Tätigkeiten zu erhalten. Und in den
letzten MoNten ist dies in umfassen,
derem Maße geschehen, als jemals
zuvor. Man hat öfter von dem ho
hen Wert gesprochen, welcher auf den
Geheimzeichen-Kodex des amerikani
schen Staatsdepartements und auf
die amtlichen Chiffre ' Schriften an
derer Nationen gelegt werden. Jn
diplomatischen Kreisen wird jedoch
versichert, dasz man in Paris Kodex
Bücher aller Weltmeister kaufen kön
ne, daß jedoch nur felten'jemand sei
che kaufen wolle, und zwar weil
sie, niemals benutzt werden, wenn eine
wirklich : wichtige Botschaft -. ubermit
telt werden soll!
Die Wer. Staaten haben keinen
amtlichen Chiffre-Kodex, welcher von
der ganzen Regierung angewenoet
wird. Für gewöhnliche handelsge
schäftliche Zwecke wird eines der all
täglicheren Chiffreschrift-Systeme be
nutzt; aber das Staats-, das Kriegs
und das Flottendepartement haben
jedes seinen eigenen Kodex, welcher
allermindestens einmal im Jahre ge
wechselt wird, mitunter aber sogar
jeden Monat einmal. Letzteres ist z.
B. in den mexikanischen Wirren län
gere Zeit für den Verkehr mit den
amerikanischen Agenten im Innern
Mexikos geschehen. Eine einfache Aen
derung i der Anordnung der Zei
chen genügt, um den ganzen Kodex
für jeden unverständlich zu machen,
welcher nicht den Schlüssel" besitzt.
Das amerikanische Flottendepartc
ment ist mit seinen Chiffte-Syste
wen ganz besonders vorsichtig, na
mentlich seit es eine Funkentelegra
phie gibt. Funkendepeschen werden
niemals der Presse in genau der
selben Form gegeben, in welcher sie
gesandt wurden, fondern werden siets
umschrieben, -- da andernfalls je
mand, welcher dieselbe Depesche viel
leicht aufgefangen, nachher aus der
Wiedergabe Andeutungen über den
benutzten Kodex schöpfen tonnte: ;

duty of the great public press ot this
Nation, the greatest power in the
nation, to be sane and impartial, to
be calra and deliberate, and to re
frain t'rom inciting war, Unfortun
atcly it must be admitted that a
large part of the press does not thus
comport itself.
A perusal of the cditorial columns
of some newspapers would iudicate
, that the editors who kkiere express
, their views (and who would be ful
stlling " a higher and more useful
destiny if they there erpressed not
so much their own ' views as the
views which they believe tha major
ity of their readers to hold) are fire
' eaters and lighters, captains in some
American army or admrrals in some
American naval quadron, eagerly
awaiting a Chance to volunteer their
Services as fighting men and to
shoot and be shot This probably
is far frora the truth. It is likely
that many or most of these who
write. so belligerently are neither
filted for warfare nor anxious to do
any fighting themselves.
"If this assertion (that Ameriaas
were lost and that the liner was

is the issue niade," says the Kew
Vork Ileraid's editorial column.
"If American lives were lost then
the Situation is as grave as when the
Maine was sunk," is a sentence in an

The CleVcland Plain Dealer today
editorially says the sinking of the
Arabic is beyond palliation. It holds
that the fact that the liner was
bound from Europe for the western
world destroys the German excuse
in the Lusitania case that the Lusi
tania was carrying war munitions to
the allies and "proves the insincerity
of the German officialdom vvhich up
held military expediency as niitigat
ing the Lusitania osfense against
humanity."
"American sentiment, despite the
heated assertions of the hyphenated
press, is unanimously against a na
tion which Stands Sponsor for the
policy bf a stealthy murder. Sen
timent which is not against such a
policy is not American," closes this
Cleveland Phiin-Dealer editorial.

ernment, the American press and
the 100,000,000 American citizens
must expect- And it is in the light
of such a defense that they must act,
and a realization of this is not a
plca for the sanctioning of the Ger
man type of submarine warfare It
is mercly a plca that we act with our
eyes open, and not by blinding our
setves to the facts-
This nation must act with its
eyes open to more than this German
d.'fense. It must realize, also, that
to all intents and purposes these
American passengers are used by
ßritain as a shield. Britatn could
well afford to pay Americans to
take passage on the vessels which
trans'iort war supplies ; from the
United States to her shores.
This nation must act, too, , with
its eyes open to the facts that mil
lions of dollars worth of American
shipping has been intercepted by the
Briüsh, that from a business point
of view L ritain has offeuded against
American interests far mors ociis
ively and viially than Germany has,
and that the entire South, facing the
paralysis of an apparently inevitable
British embargo upon cotton as con
traband of war, is now anti-Britiah
in business interest and therefore in
sentiment.
What is the best for America to
do, from the viewpoint of expediency
and what is right for America to do,
from the standpoint of principle
these things are not so simple and
so clear that they may be jump'ed
at in the dark,
The President is right. This is a
time for suspended judgment and
sane, deliberate action. The test of
the true American, it may be pointed
out in reply to such editorials as the
ones quoted, is not sympathy with
the British or sympathy with the
Germans, but is instead freedom
from either bias, a strict considera-
tion of America s welfare and a
staunch support of a President who
is going to act wisely and as well
I as is humanly possible.
