Jn diplomatischen Kreisen wird jedoch versichert, dasz man in Paris Kodex Bücher aller Weltmeister kaufen kön ne, daß jedoch nur felten'jemand sei che kaufen wolle, und zwar weil sie, niemals benutzt werden, wenn eine wirklich : wichtige Botschaft -. ubermit telt werden soll! Die Wer. Staaten haben keinen amtlichen Chiffre-Kodex, welcher von der ganzen Regierung angewenoet wird. Für gewöhnliche handelsge schäftliche Zwecke wird eines der all täglicheren Chiffreschrift-Systeme be nutzt; aber das Staats-, das Kriegs und das Flottendepartement haben jedes seinen eigenen Kodex, welcher allermindestens einmal im Jahre ge wechselt wird, mitunter aber sogar jeden Monat einmal.
