Durch die in Hospitälern herrschenden Zu stände würden mehr französische Toi daten getödtet, wie durch die jiugeln der Feinde. Auf den Hospitalschif fen und in den Lazaretten der Fran zosen fehle es nicht nur an Aerzten und Ltrankenpflegern, sondern selbst an Wasser, Brot und Medikamenten. An Stelle deS auf Neifen befindlichen Staatssekretärs Bryan nahm Herr Lanfiiig an der Berathimg theil und wurde dieser beauftragt, falls nicht heute der genaue Wortlaut der deut schen Erklärimg hier' einläuft, durch den Botschafter Gerard in Berlin amtliche Ermittelungen über die Nichtigkeit des Wortlauts des rlie genden Telegramms anzustellen. Sollte der Wortlaut stimmen, dann wurde vorgeschlagen, das; die Bun desregierung zunächst bei der deut schen Regierung anfragen sollte, wel che Maßregeln für die Fahrt ame rikanischer Schiffe durch die Krieg? zone nach neutralen Hafen vorgese ben seien und zweitens, daß die bri tische Negiernng sich darüber erklä ren solle, ob sie die von der deutschen Admiralität angeführte Anordnung deS Mißbrauchs neutraler Flaggen erlassen habe oder nicht. Sollte die britische Regierung dies vernei nen (lind das tlrnn die feigen Schuf te bestimmt), dann soll die deutsche Regierung um Beweise dafür ersucht werden. Ueber das Recht eines Kriegfüh renden, Theile eines Meers oder das gan,;e Meer selbst als Kriegszone zu bestimmen, herrscht nach den Grnnd sätzen des internationmen Rechts kein Zweifel. Es wurde auf die Erklä rung Englands verwiesen, wonach die Nordfee durch das Auslegen von Minen als .riegözone erklärt wur de. Trotzdem herrsch te die Anficht, daß diefe Erklärung technisch nicht als die Herstellung ei nes Blockadezustandes anzusehen sei, denn nach einer Blockadeerklärnng ist die Durchfahrt neutraler Schiffe durch die Blockadezone streng verbo ten. während die deutsche Regierung in dieser Hinsicht nichts vorsieht. Eins steht jedenfalls "fest, vorläufig denkt die Bundesregierung nicht da ran, Protest zu erheben. Heute sprach der holländische Ge sandte Herr van Rappard im Ans wärtigen Amt vor, um sich über die Ergebnisse der gestrigen Berathung z erkundigen. Toitschland fürchtet sich vor den Japanern ebenso wenig wie vor den anderen, aber wenn Sie fragen, ob wir ein Eigreifen derJapaner in Europa erwarten, so muß ich fagen, daß wir es erwarten und daß wir darauf vorbereitet sind. Wir haben unsere Kräfte nicht an den Verbünde ten verausgabt, und wir beabsichti gen dies auch nicht, Wir wissen sehr wohl, daß wir noch manches zu er warten haben. Japan ist in-der be neidenöroerthen Situation, der einzi. ge Gewinner in diesem Kriege zu sein, auch wenn es nicht in Europa eingreift, und England , wird der Verlierer sein. England und alle weißen Ratio nen werden die Verlierer im Osten sein. , Japan spielt die Rolle des ..Shvlock" in diesem Kriege, es wird ans sein Pfund Fleisch bestehen, imd es auch erhalten. Die Wegnahme von Kiautfchan bedeutet nur den An fang der Ausdehnung des japani schen Reiches aus das asiatische Fest land. Deutschlands Rolle im fernen Osten ist augenblicklich ohne Zweifel ausgespielt, und die einzigen, die ne ben Japan übrig bleiben, sind die Ver. Staaten, England und Ruß land. Das arme Frankreich hat im Osten wenig zu sagen. Der Besitz von Jndo-Ehina gibt ihm nur ge ringen Einfluß. Ohne die Politik der Ver.. Staa ten kritisiren zil wollen, muß ich da rauf bestehen, daß Ihr unthätiges Zuschauen, was die augenblicklichen Vortheile und Nachtheile anbetrifft, vielleicht zweckmäßig ist, aber sicher lich ein Fehler in den Augen derer ist, die die gelbe Gefahr" kennen, und die wissen, daß eine Nation nie mals. denken sollte, daß das, was jetzt gtit und weise ist, es auch für die Zukunft ist.
