General James Winning McMillan, a

Major Gonoral William B. Frank
lin died on March 8 at his home in

preparations for a revolt on the part

commander, Sarafoff, has already
raised an army of 20,000. The sultan
of Turkey has given orders to have

along tho Bulgarian frontier.

grant freedom of religion to all his
subjects who profess non-orthodox
