County board of supervisors met
this day at the court house pursuant
to adjournment of March 4th, 1M4,
with all members present: J. H. Wel
ly , chairman; W. O. Brown, Dan Mc

Minutes of last meeting read and
approved as read.
Julius J. Dilla appeared before the
board and presented a petition signed
by freeholders of Loup City township
praying that a license for the sale of
spirituous, malt and vinous liquors be
granted to Julius J. Dilla at
Schaupps, in this county, for a period
of one year. The chairman appointed
Rewoiinski, McDonald and Aden as a
committee to ascertain if the signers
on the petition were freeholders and
residents of Loup City township.
The committee made the following
report which report was on motion
approved and committee discharged

amine the petition of Julius J. Dilla.
praying for a license to operate a sa
loon in the village of Schaupps, re
spectfully report that we find said
petition signed by 140 freeholders.
We further find from an examination
of the tax list that there are 279 free
holders in Loup Citv township.

It was then moved and seconded
that his bond for $5,000 be approved
and that license be granted to the
said Julius J. Dilla. Upon roll call.
Supervisors W’elty. Brown, Aden. Mc

yes and Lang voted no. The same
was declared carried. Bond approved
and license granted.

To the Honorable Board of Super
visors of Sherman county, Nebraska:
Gentlemen:—
We, the undersigned, residents and
taxpayers of Sherman county, state
of Nebraska, respectfully request
that you call a special election ineaid
county on a day not later than the
12th day of May, 1914, for the purpose
of submitting to the electors of said
county the proposition of iss ing
bonds in the sum of seventy-five
thousand ($15,000.00) dollars, for erect
ing, furnishing and equipping a new
court house in said county. Said
building to be erected in the city of
Loup City, the county seat of said
Sherman county, Nebraska, on block
four (4) original town-site of Loup
Citv, as per plat now on tile in the
office of the county clerk of Sherman
county, Nebraska.
The board duly considered said pe
titions and considered the advisabil
ity of calling a special election, and
submitting to the legal voters of
Sherman county, Nebraska, at a spe
cial election to be held in said county
on Tuesday, May the 12th, 1914, a
proposition to issue bonds of said
county for the purpose of erecting a
court house, with jail equipments.
It was moved and seconded that
: the following resolution, notice and
proposition be adopted, approved and
ordered. Upon roll-call being taken
Supervisors J. H. Welty, W. O.
Brown. Daniel McDonald, Wenzel
Rewolinski. Thomas Jensen, Hiyo
Aden, each voted “Yes," and How
ard W. Lang voted "No.” And the
same was declared carried by the
chairman of the board, and the said
resolution, notice and proposition was
duly declared adopted, approved and
ordered:—
Architects were on motion given
privilege to present their plans to the
board.
The presentation of plans and spec
ifications was on motion held open
till the adjournment of the meeting
this evening.
Board on motion adjourned till 9 a.
m. tomorrow.

Board met this morning pursuant
to adjournment of yesterday, with all
members present.
On motion duly made and seconded
and carried, Berlioghof & Davis were
chosen as architects for tire proposed
new court house, subject to the con
tract to be drawn by the county at
torney and approved by the county
board.

ner.

F. M. Goff on motion refunded $2.50

RESOLUTION, NOTICE ANO RROPf
SITION
Whereas. Under the laws of the
State of Nebraska it is made the
duty of the County Board of Super
visors of each county in the state to
provide for a safe and suitable court
nouse for the transacting of the
county business, and to provide suita
ble offices for the accommodation of
the county officers and court rooms
and officers for the accommodation of
the* several courts of record of the
county, and tire-proof vau>ts and
safes, for the sals keeping of county
records, and to provide a safe jail of
sufficient strength to hold prisoners.
And Whereas. Sherman county's
court house is an old brick structure
and in poor repair, and not fireproof,
and wholly inadequate for the ser
vices required and unsanitary in
everv particular, and the vaults are
not fireproof and not of sufficient ca
pacity to hold the records of the
county, and many of the valuable
records of the county affecting titles
to real estate are in no way protected
against tire, and some of the more
valuable records are protected by
reason of the board through necessity
having hired bank vaults outside ol
the court house.
The county jail is an old frame
structure, and is not of sufficient
strength to hold prisoners, and is un
healthful and unfit for use.
And Whereas, By reason of the
aforesaid condition of thecourt house
and jail of said county the record title
to each tract of real estate in said
county is in danger, also the court
records and the records involving the
estates of deceased persons are unsafe
and liable to be destroyed by tire or
otherwise, which might result in
endless litigation and great expense.
And the unsanitary condition of oui
jail is dangerous to the health of any
unfortunates who may have to be in
carcerated therein, by reason whereof
the county may become liable in dam
ages to those confined therein.
Now. therefore be it resolved by
the Board of County Supervisors df
said county of Sherman, in the <tate
of Nebraska, in regular session met
at the court house in Loup City, Ne
braska. the county seat of said coun
ty. and the usual place of meeting of
said board, on the 18tli day of March.
1914. That there be submitted to
the legal voters of said county at a
special election to be held therein on
Tuesday. May the 12th, 1914, the
proposition which is set out fully in
the following form of notice, which
is made a part of this resolution,
which said proposition it will be
necessary to carry, in order to enable
said board to provide a suitable and
proper court house and jail for said
county, to-wit:
To the Legal Voters of Shenun
County, Nebraska:
NOTICE IS HEREBY GIVEN,
That at a special election to be held
in said county on Tnesday, May 12th,
1914, there will be submitted to the
legal voters of said county, for their
acceptance or rejection, the following
proposition, to-wit:
••Shall the Board of County Super
visors of'Sherman county. State of
Nebraska, for and in behalf of said
county, issue the bonds of said coun
ty in the sum of seventy-five thousand
($75,000.00) dollars, of the denomina
tion of *1.000.00 each, for the purpose
of purchasing material for. and build
ing. erecting, constructing, furnish
ing and completing a tire-proof court
house with jail in connection in said
county, in the city of Loup City, the
county seat of said county, on block
four (4) of the original town now city
of Loup City, the county seat of said
Sherman county. Nebraska, accord
ing to the plat on tile of said block
four (4).

Sherman county, Nebraska, as such
county clerk, do bereby certify that
theeounty supervisors of Sherman
county-. Nebraska, met in regular ses
sion at the'court house in Loup City.
Sherman county, Nebraska, the same
being the county seat of said county,
and the usual place for the meetings
of said board, on the 18th day of
March, A. D. 1914, all the membersof
said Board of. Supervisors being pres
ent. The following action was had
and taken by said board of county su
pervisors on said date, to-wit:
The Board *of County Supervisors
of Sherman county, Nebraska, met in
regular session at the court house in
Loup City, saqe being used as the of
fice of the said board of supervisors in
Loup City, In said county, alj the
members of said board of supervisors
being present; also, J. S. Pedler, coun
ty attorney, being present.
At this time there came on for con
sideration petitions of 528 resident
taxpayers of Sherman county, pray
ing the Board of County Supervisors
to call a special election to vote bonds
of the county in the sum of 975,000,
for the purpose of erecting, furnish
ing and equipping a new county court
Said court house and jail to cost
not to exceed $75,000.00 completed
and furnished according to plans and
specifications prepared by Berlinghof
& Davis of Lincoln, Nebraska, on file
in the office of the county clerk of
said county. The entire amount of
the proceeds, of said bonds, or so
much as mav be found necessary, to
be expended for said purpose, said
bonds to be payable to bearer at the
office of the Treasurer of the State of
Nebraska, at Lincoln, at the expira
tion of twenty years from the date
thereof, but to be made redeemable
at the option of said county of Sher
man at a n v time after the
date o f the issuance o f
the same, on any interest pay-day in
the sum of $1,000.00. or any multiple
thereof; said bonds to draw four and
one-half (4J) per cent interest per an
num from the date of issuance of the
same, payable semi-annually, which
said interest payments shall be evi
denced by interest coupon notes exe
cuted and attached to said bonds,

each year thereafter, and on the 20th

all the taxable property of said coun
ty an amount sufficient to pay the
residue of said bonds then unpaid,
and interest thereon, if any.
And be it further resolved, that the
vote on said proposition shall be by
