County board of supervisors met this day at the court house pursuant to adjournment of March 4th, 1M4, with all members present: J. H. Wel ly , chairman; W. O. Brown, Dan Mc > Donald, Hiyo Aden, Wenzel Rewo iinski, Thos. Jensen and H. W. Lang: J. S. Pedler, county abtordey. and L. B. Polski, county clerk. Minutes of last meeting read and approved as read. Julius J. Dilla appeared before the board and presented a petition signed by freeholders of Loup City township praying that a license for the sale of spirituous, malt and vinous liquors be granted to Julius J. Dilla at Schaupps, in this county, for a period of one year. The chairman appointed Rewoiinski, McDonald and Aden as a committee to ascertain if the signers on the petition were freeholders and residents of Loup City township. The committee made the following report which report was on motion approved and committee discharged We the committee appointed to ex amine the petition of Julius J. Dilla. praying for a license to operate a sa loon in the village of Schaupps, re spectfully report that we find said petition signed by 140 freeholders. We further find from an examination of the tax list that there are 279 free holders in Loup Citv township. Dan McDonald, Hiyo Aden, Wenzel Rewoiinski. It was then moved and seconded that his bond for $5,000 be approved and that license be granted to the said Julius J. Dilla. Upon roll call. Supervisors W’elty. Brown, Aden. Mc Donald. Said petition was in the following words to-wit: To the Honorable Board of Super visors of Sherman county, Nebraska: Gentlemen:— We, the undersigned, residents and taxpayers of Sherman county, state of Nebraska, respectfully request that you call a special election ineaid county on a day not later than the 12th day of May, 1914, for the purpose of submitting to the electors of said county the proposition of iss ing bonds in the sum of seventy-five thousand ($15,000.00) dollars, for erect ing, furnishing and equipping a new court house in said county. Said building to be erected in the city of Loup City, the county seat of said Sherman county, Nebraska, on block four (4) original town-site of Loup Citv, as per plat now on tile in the office of the county clerk of Sherman county, Nebraska. The board duly considered said pe titions and considered the advisabil ity of calling a special election, and submitting to the legal voters of Sherman county, Nebraska, at a spe cial election to be held in said county on Tuesday, May the 12th, 1914, a proposition to issue bonds of said county for the purpose of erecting a court house, with jail equipments. It was moved and seconded that : the following resolution, notice and proposition be adopted, approved and ordered. Upon roll-call being taken Supervisors J. H. Welty, W. O. Brown. Daniel McDonald, Wenzel Rewolinski. Thomas Jensen, Hiyo Aden, each voted “Yes," and How ard W. Lang voted "No.” And the same was declared carried by the chairman of the board, and the said resolution, notice and proposition was duly declared adopted, approved and ordered:— Architects were on motion given privilege to present their plans to the board. RESOLUTION, NOTICE ANO RROPf SITION Whereas. Under the laws of the State of Nebraska it is made the duty of the County Board of Super visors of each county in the state to provide for a safe and suitable court nouse for the transacting of the county business, and to provide suita ble offices for the accommodation of the county officers and court rooms and officers for the accommodation of the* several courts of record of the county, and tire-proof vau>ts and safes, for the sals keeping of county records, and to provide a safe jail of sufficient strength to hold prisoners. And Whereas. Sherman county's court house is an old brick structure and in poor repair, and not fireproof, and wholly inadequate for the ser vices required and unsanitary in everv particular, and the vaults are not fireproof and not of sufficient ca pacity to hold the records of the county, and many of the valuable records of the county affecting titles to real estate are in no way protected against tire, and some of the more valuable records are protected by reason of the board through necessity having hired bank vaults outside ol the court house. The county jail is an old frame structure, and is not of sufficient strength to hold prisoners, and is un healthful and unfit for use. And Whereas, By reason of the aforesaid condition of thecourt house and jail of said county the record title to each tract of real estate in said county is in danger, also the court records and the records involving the estates of deceased persons are unsafe and liable to be destroyed by tire or otherwise, which might result in endless litigation and great expense. And the unsanitary condition of oui jail is dangerous to the health of any unfortunates who may have to be in carcerated therein, by reason whereof the county may become liable in dam ages to those confined therein.
