Did We? Yes, You Did?
To Ed. Nobthwesteiin:
George Gibson seems t>o want the
public to believe he did not violate
the postal laws Taj- enclosing in his pa
per on J uly 26th an advertising poster,
and because the department did not
make him pay a line or extra postage
on that issue of his piiper he wants
the public to believe he did not vio
late any postal law and then looses
himself into a frenzy of indignation
(or Indigestion) and gives the stink
bag (that he carries about an ineh
above his shoulders) a squeeze and,
like his quadruped namesake, catches
the discharge on his brush (the gauge)
and lets fly at me for sending one of
hie papers to Washington for inspec
tion. I don't blame hiim much, for if
I was publisher of such a thing, |
would be ashamed of it, too. Now,
I don’t know nor care what lies he
sent to the department to get out of
paying a fine. There should not be a
fine unless there is a v iolation of law.
Every publisher or pri nter knows, or
at least should know what class of
advertising posters are, viz: 3d class,
one-half cent per ounce postage, or a
fraction thereof. A periodical Is 2nd
das*, at one cent per pound. How
«aa the postage on two dams of mat

ter mixed and tiedtogether he got at?
Let-us see what the postal laws say.
Sec. 484. page 222, Postal Laws and
Regulations. 1902, (last published):
Matter of the second, third Sr fourth da.
eontaining any writing or printing in addition
to the original matter, other than as outlm -
ized in the preceding see; «*p. shall not be a -
mined to thn mails, nor delivered, except up* n
payment of postage for matter of the flrstclass.
deducting therefrom ant amount which ay
have beeo prepaid by stamps affixed, unless bv
direction of the postmaster general such post
age shai.1 be remitted: and any person w no
shall knowingly conceal or enclose any matter
of a higher class in that of a lower class and de
posit or cause the same to be deposited for
conveyance by mail at a less rate then would
be charged for both such higher class and low
er class matter, shall for every such offense he
liable to a penalty of ten dollars.”
Eh! *‘Did We?” A few months ago
a person in this county sent a pack
age of fourth class matter to be mailed
at this office. The postage was paid
at the rate the contents appeared to
be. When it reached the office of des
tination the postmaster found there
was matter of a higher class enclosed
inside the fourth class matter, lie
reported to the deparrment and the
third assistant postmaster general or
dered me to inform the party who
sent it that there was a fineof $10im
posed for violation of the postal laws.
I did sec The father of accused, who
was a girl of 14 years, wrote an excuse
fo.r his daughter, pleading her youth
and ignorance of the law. I endorsed
the letter and sent it to the depart
ment, the explanation found satisfac
tory and the girl excused, iiut she
was not exonerated for what she did:
neither was Gibson. 1 wonder w hat
was Gibson's excuse? Was it sex.
youth or ignorance, or did he tell
them he was after a gang of grafters
and in the excitement of the chase
caught the graft fever and lost his
head and in his delirium thought to
save a little postage by smuggling 3rd
class matter inside of * 2nd class and
get the one cent rate on it?
And now. you. Mr. Gibson, who ele
vates youself to an apostle of truth
and honesty; an angelic guardian ol
the farmer, to keep them from being
swindled out of farms and home, if
they will only put dollars in our
pockets; the majority of the intelli
gent people will some time see what
you are. and your pretense at virtue
as consistent as would be a white
robe over the shoulders of hi- satafciic
majesty. W. T. Owens.
Owing to the delinquent tax list
ind an unusual rckh of advertising
we are compelled to leave out much
interesting matter this week. But
we are sure our readers will not grunt -
ale, but rather rejoice with ut, that

“THE HIDDEN HAND- COMPANY appeared last night in
this city in time for tne opening at the Lyceum Theatre, where
they were kindly welcomed by a large and appreciative audience.
The motif jof the play deals with the good old times in old Virginia
with darkies, laughter, music and a love story with the inevitable
villain to overcome. “TEE HIDDEN HAND5-' CD" NOT FIND
