I don't blame hiim much, for if I was publisher of such a thing, | would be ashamed of it, too. Now, I don’t know nor care what lies he sent to the department to get out of paying a fine. There should not be a fine unless there is a v iolation of law. Every publisher or pri nter knows, or at least should know what class of advertising posters are, viz: 3d class, one-half cent per ounce postage, or a fraction thereof. The postage was paid at the rate the contents appeared to be. When it reached the office of des tination the postmaster found there was matter of a higher class enclosed inside the fourth class matter, lie reported to the deparrment and the third assistant postmaster general or dered me to inform the party who sent it that there was a fineof $10im posed for violation of the postal laws. I did sec The father of accused, who was a girl of 14 years, wrote an excuse fo.r his daughter, pleading her youth and ignorance of the law. I endorsed the letter and sent it to the depart ment, the explanation found satisfac tory and the girl excused, iiut she was not exonerated for what she did: neither was Gibson. 1 wonder w hat was Gibson's excuse? Was it sex. youth or ignorance, or did he tell them he was after a gang of grafters and in the excitement of the chase caught the graft fever and lost his head and in his delirium thought to save a little postage by smuggling 3rd class matter inside of * 2nd class and get the one cent rate on it? And now. you. Mr. Gibson, who ele vates youself to an apostle of truth and honesty; an angelic guardian ol the farmer, to keep them from being swindled out of farms and home, if they will only put dollars in our pockets; the majority of the intelli gent people will some time see what you are. and your pretense at virtue as consistent as would be a white robe over the shoulders of hi- satafciic majesty.
