In Wiscotisra it appears that Ottry have an entire jy different form af taxation for railroad corporations front other states, as the tajces are collected in the form of an excise lav, being caUeeted osi the gross eamrnfrs of the companies m swefc a way that while ttie tax is heivy on those roada wiiich have a large earnenfr capacity, it is very light on those which are operating af a lost. This form of taxation looks fair, but it weald awt be popular in Nebraska because all of the taxes charged .against railroad corporations in Wisconsin are turned into the state treasury and they aire relieved from paying taxes locally aleng their lines. In the poorer oaanties of Nebraska, this would mean practically bankruptcy. In Wisconsin there is a general movement loakiag towards a change in the form of taxatisa. After having trieda fa w something rf the same character as that of Wis consin, Michigan ties retained 1m the direct form of taxation. This whole subject f the payment af taxes an the fart of the railroad corporations resohres itself into a -question as to how much af their revenue should fee diverted to this purpose. If the taxes were oat of reason, it would place Nebraska in an unenviable light he fare aU tarvestors. For political reasons, a few men have made Cbem aelves prominent by advocating a system of doufcle taxation of railroad property in the state, but when the peeeieostce understand what is done, and hew it ia done, we do net believe (heir efforts win avail. The railroads of Nebraska, up tot he present time, have net earned an undue amount on the investment against iat road, Whikt not injuring the others la the 'anade; tor a aeries of years there was ao profit derived state to any extent. In Massachusetts, through A contract vnadc in the early days between the corpora t ions and the state, and their excise laws, the taxea see ant af Sine with what ia done in ether states, and there ia general movement among the business people oi 4hatate looking ta the oorractlon af this abuse. There is a feeling abroad that New Jersey should not remain the refuge of all muMm from the investment as a whole on Nebraska rail roads, aad while during 1900 two of the railroads paid a fair dividend on the capital invested, very many of the railroads in the state failed to render any returns whatever to their owners. Nebraska has net as yet got the population, nor the completed system of railroads which wnulu war rant this state in imposhsg such obligation on the corporations which now exist, that would drive tl future investors in each property from the state.
