perity of the government finances and

do not look for action at the present

doubt that the next session will give
effect to the recommendations of the
President and the Secretary of the
Treaaury In regard to the retirement

penda on the fate of the army bill. If
Congress does not pass that bill at the
preaent session there will certainly be
an extra session,
"The situation in the Philippines
does not give us any uneaslnoss. The
opposition to the American occupation
is entirely the effect of manipulation.
The leaders have temporarily misled
the people. Itut the strife will soon
be over, and as soon as the natives
have become quiet so as to listen to
reason, we have no fear that they will
not aoquiesoe in all that we propose to
do there. As to their being a heavy
tax on this country, that is all moon
shine. The revenues of the Philip
pines will at all times be ample to de
fray all possible expenses of govern
ment "We feel even more hopeful in re
gard to Cuba Industries are reviving,
there is a growing spirit of co-operation
and the island will in the near
future be more prosperous tiian its

"Our trade relations with Canada
seem to be difficult to adjust to the

Charlton would sweep away the na
tional frontier and make business in
tercourse as untrammeled between the
two countries as it is now between

secret work in America for the Fili
pino has been much more extensive
than Is generally known. The Amer
ican branch of the Philippine junta
got into working order soon after
the treaty was signed at Paris. It
had its surface and its aecret methods.
From the beginning the government
baa been in receipt of confidential In
formation about these methods. The
information goes to show that much
more than moral support and encour
agement haa been given to the insurg
ents. Emissaries of Aguinaldo have
reoelved financial aid from the Ameri
can opponents of the treaty.
Agonnlllo and hia companion have
been given substantial assistance in
other ways than by money contribu
tion They have been advised. Their
successive steps at Washington have
been taken after counsol with
American sympathisers. Proclama
tions, protests, appeals and ultima
tums have been put out in quick
auocesalon. The sole purpose of
them has been to influence publlo sen
timent in this country against the
United States government The com
position of them has been skillful.
On the faoe these productions have
purported to be the output of the Fil
ipino govenment at Maloloa or of the
Filipino junta at Washington. In
reality they have been inspired and
some of them have bn framed by

Atlanta, Ga., Feb. 14. The Bouth
thlvered to-day in a temperature of
unprecedented severity. From the
Oulf of Mexico northward and from
the Atlantic coast to the west boun
ties of Texas, the cold wave has set
tled heavily upon the country and
produced the lowest temperature ever
known..
Annlston, Ala., reported the lowest
temperature -10 below at 7 o'clock
this morning. , Atlanta comes next
with ixA below, recorded officially,
This is the lowest ever known hero,
tho low mark being broken by 6 do
(frees, Amontf the temperatures reported to
the weather bureau are the following,
all below zero: "Nashville, 12; Knox
vlllc, 10; Belma, Ala,, 0; Birmingham,
S; Columbus, (la., 4; Mobile, Ala., 1;
Montgomery, Ala., 4,
Washington, Feb. J 4. The weather
bureau issued the following spocial
weather bulletin to-dayi
"Ity far the most important feature
of the weather this morning Is the
extreme cold weather which provalls
through the gulf states and
Tennessee, The zero line extends
through Central Louisiana, Southern
Mississippi and Central Ueorgla. At
New Orleans the minimum tempera
ture was 0 degrees, which was 0 de
grees lower than any previous record.
At Vicksburg the minimum tempera
ture was 1 degree below zero; at Mont
gomery 4 degrees below aero, and
at Savannah 8 degree above aero.
In fact, throughout the whole
gulf region the temperatures were
from 8 degrees to 0 degrees
below any previous record, except pos
sibly in Florida, from which states re
ports this morning are missing. It is
evident, however, from an inspection
of the prevailing condition to the
northward that the line of freezing
temperature extends well into Central
Florida. .
"Another remarkable feature of this
weather was the heavy snow which
haa extended through the whole At
lantic coast districts, almost to Flori
da, particularly heavy snow having
fallen in the Potomac valley and upper
Chesapeake region.
In Washington the phenomenal
weather of the last week culminated
In a blizr.ard-Uke snowstorm to-day,
which broke all records, The temper
ature record wo smashed last week
when the thermometer went 16 degrees
below zero and a snow record was
established yesterday and to-day. At
the hour when the weather bureau
made this observation the snow was
falling as fast as at any time since it
began and a high wind was piling It
In huge drifts. The snow is twenty
seven Indies deep on the level.
RMY MEN IN AN ENCOUNTER

Anniston, Ala,, Feb. 14. -The trou
ble that has Wen brewing for some
time between Colonel David G. Col son
and First Lieutenant E. 1). Scott of
the fourth Kentucky regiment, culmi
nated at a late hour last night In a
pitched battle in which Colonel Colson
was shot in the hip and Lieutenant
800 tt and many others had narrow
escapes.
The encounter occurred In the Mam
moth restaurant about midnight
Lieutenant Hcott waa sitting at a table
eating with a friend, Lieutenant
Iilakeman of the same regiment, when
Colonel Colson entered. lie walked
over near the two men at the table,
and after looking at them a few sec
onds, stepped up and pulled Lieuten
ant Ulakeman'e ear, at the same time
applying a vile epithet. Instantly
both men drew pistol aud a dozen
ahota were fired before they were sep
arated. Colson had two pistols and
had to be handled very roughly before
he gave them up. The regiment was
mustered out Saturday,

department yesterday:
Reported that Inurent representa
tive at Washington telegraphed Agu
inaldo to drive out Americans before
arrival reinforcements. Dispatch re
ceived Hong Kong and mailed Malolo
which decided on attack to be made
about 7th Inst. Euerncss of insur
gent troops for engagement pre
cipitated battle. Very quiet to-d7
on lines from talocun on north to
Pansay on south. Yesterday " small
reconnoitering party twelve mile
south of city fired on two men,
slightly wounded. Two insurgent
with arm captured.
"Affair of 10th McArthur' division,
very successful. Enemy's loss consid
erable; have collected seventy dcud
bodiosj more not yet discovered. In
surgents reported to be gathering
force twelve tulles north on railway,
but evidently perplexed, Otis."
Manila, Feb. J 4. Contrary to gen
eral expectations, all is quiet along
the entire line, nothing having hap
pened to disturb the peace of Sunday.
In Manila the inhabitants have goner
ally recovered from the alarm occa
sioned by the fear of a native uprising,
and are resuming their ordinary busi
ness. Tlx shipping interest are nat
urally suffering, since there have been
no clearances for Philippine ports for
a week, but on the other hand, foreign
shipping has increased, especially for
Hong Kong, every steamer bound
thither being crowded with timid re
fugees. Despite this quietude, however,
many are asking whether the problem
Is not still far from solution. A week
ago those who took an optimistic view
predicted that the terrible lesson just
administered to the rebels would set
tle the question of Filipino indepen
dence, liut this prediction ha not
been fulfilled. A a matter of fact the
rebels are now scattered throughout
the country bushwhacking, except at
Malabon, where they are gathering in
force, Kven there ehelr methods savor
more of guerrilla than of civilized
warfare, every bush, clump of trees
and tree furnishing cover for sharp
shooUrs. Unfortunately for miles around the
land is studded with bamboo jungle
and open spaces are few and far be
tween. This affords the natives, who
fight better under cover, a distinct
advantage,
Under such condition it is remark-

! should be so few while the number of
dead natives found ia the brush after
every skirmish testifies to the pre
cision of our Are, Lost week there
was not a single day without fighting,
but the Americans steadily advanced,
carrying everything before them.

It is now known that the Filipino
loss Is fully 2,500 killed, with wounded
vastly In excess of that number, and
thousands are held prisoner. All this
ha been achieved at the cost of sixty
I nre Americans killed and 270 wounded.

than ten of the native village have

guised in female attire, who shot from
window and roofs at the Americans.
Many rifles and a ton of ammunition
have been seized. As might be ex
pected, there has been looting In the
outskirts, but it has not been general
and haa been done in direct violation
of orders. ,
The only incident that lias broken
the day followed the arrival of lb
German first-class cruiser Kalserin Au
gusta. When she aaluted Admiral
Dewey yesterday afternoon a report
spread rapidly that tho American war
ship were bombarding Malabon.
(Sunday crowds visited the scenes of
last week's fighting. All the roads
from the city were thronged with ve
hicles. Hut beyond burned village
and new mound in the fields there
was little to be seen. Inspection
showed that most of the enemy dead
had remained at their post to the last,
as the bodies were usually surrounded
by empty cartridges, while In the
trenehea, wherever there was no dead,
there was little and often no ammuni
tion.

Wherever aid is given to the wretched
victims of barbarous capitalism hun
dreds of starving, shivering mortals
stand in line waiting for the driblets
from public treasury or private purso.
The Chicago papers tell of families of
five living on $1.20 a week, eurned by
the 'mother, the father being unable to
find work. Fifteen hundred men were
lodged and fed in the jails in one night.
Tho police and charity people are bnsy
day and niht trying to relieve the dis
tress of the people. At St. Louis 407
homeless men were given shelter and
food in the juils Monduy nightand the
calls for relit f ore nnprccedcuted. These
are only a few straws showing the
awful condition of the social outcasts.
