Their successive steps at Washington have been taken after counsol with American sympathisers. Proclama tions, protests, appeals and ultima tums have been put out in quick auocesalon. At New Orleans the minimum tempera ture was 0 degrees, which was 0 de grees lower than any previous record. Contrary to gen eral expectations, all is quiet along the entire line, nothing having hap pened to disturb the peace of Sunday. In Manila the inhabitants have goner ally recovered from the alarm occa sioned by the fear of a native uprising, and are resuming their ordinary busi ness. Tlx shipping interest are nat urally suffering, since there have been no clearances for Philippine ports for a week, but on the other hand, foreign shipping has increased, especially for Hong Kong, every steamer bound thither being crowded with timid re fugees.
