Members of Naval War College Re turn From Maneuvers. Members of the naval war college who arrived In Newport, after sev eral days spent on board the ships ()' Rear Admiral Evans' battleship lleet during the maneuvers in 'south ern waters and on the trip up into Massachusetts water, speak in terms of high eommendationo of the work or the ships. Thoy said that in all the evolutions die distances were kept admirably and all the movements were carried out with great precision. While off Nantucket shoals the shins ran into a thick fog and the new sub marine signal boll system was given a severe tost. The officers of the war college said it was thoroughly -success, fill. The fleets speed was reduced, but although they could not see each other in the mist, the distances were maintained perfectly. GUILTY OF MANSLAUGHTER. Missouri Valley Editor Must Face Punishment for Killing. A. 11. Sniff, editor of the Harrison County News, at Missouri Valley. Ja.. was found guilty of manslaughter by a jury there for the killing of Mort lirundige, on March 15 last. The trial had lasted a week, and had aroused intense interest. Hrundige was offended by editorial criticism of the conduct of his brother-in-law at a dance, and it was reported had threatened to kill the editor in re venge. After having previously failed to obtain entrance to the editorial sanctum, Hundlge followed Sniff through the street and as he was as cending the stops to his office, Sniff turned on Bundigo and after caution ing him not to advance further, pulled a revolver and fired. Bundige fell mortally wounded. POLICE FIRE ON SOLDIERS. Take Drastic Means to Disperse Mob From Fort Riley. A dispatcli from Junction City, Kas says: A mob of fifty soldiers of (lie Farriers school at Fort Riley came here about 10 o'clock in the morning for the purpose of releasing a comrade who was confined in the county jail. The sheriff and city po lice were notified of their coming and from positions in windows above the jail opened a fire that quickl dis persed the mob as it sought to force an entrance. Tho authorities at Fort Riley placed guards at the jail and are aiding in the offort to find tho members of the mob. Two arrests have been made. No one was shot. Root Leaves Institute. Board of Railroad Commissioners Or dered a Flat Two-Cent Per Mile Rate, Effective October 1. Topeka, Kan. The board of rail road commissioners Wednesday after noon ordered the railroads to put in a flat two-cent fare rate on or beforo October 1. Tho railroads havo not made any definite announcement of their contemplated action, but it is understood they will recognize tho or dor till tho question is settled in some of the other states In which it is pending. At 2:45 Wednesday af ternoon tho attorneys for tho rail roads reported from a conforenco and made a formal protest to the board's action in overruling the motion to dismiss. The board retired shortly after and renchod a decision in five minutes. Gardiner Lathrop, attorney for tho .Santa Fe, said that the matter would ho passed up to tho heads of tho railroads for final decision. Tho rail roads did not introduce evidence when asked to do so by the board and tho notion by the board followed. Most of the morning session of tho board was spent in hearing argu ments in support of motions of (he railroad attornoys to dismiss tho complaint of tho attorney for the board, Mr. Gratia n. The board over ruled tho motions to dismiss and in doing so, G. W. Kanavel. chairman, said that tho hoard would throw down tho bare and that any evidence which tho railroads wished (o offer would bo permitted to be introduced. Likes Oklahoma Constitution.
