He caught a cold, then had an attack of bilious fever and finally was confined to his bed by typhoid pneumonia, which re sulted fatally. Juuari Day, assistant secretary of state, on the iilst received a cablegram from Minister Woodford at Madrid stating that he had been handed his passports and had been notified that official relations between tho United States and Spain were ended. He said that ho had been given his passports before ho hnd had an opportunity to present the ultimatum transmitted to him for submission to tho Spanish gov ernment. First tho Nashville fired a blank shot, which tho Spaniards ignored. This was followed by a shot from a six-pounder. Tho Buena Ventura then promptly surren dered with her crew of 20 men. Tho Nashville towed her prize into Key West, Fla., and put a prize crew on board. Tho news of the capture of tho Spaniard sot tho people of Key West frantic with enthusiasm. Tin: London Daily Chronicle on tho 23d published a rumor that the Amer ican liner Paris had been captured by Spanish warships. At Ishkooda, Ala., Jim Brooks, a miner, returned home in an intoxicated condition. Ho pulled his. wife's hair and began beating her, when the wom an pulled a pistol and shot him in tho abdomen, inflicting a wound which proved fatal a short while later. The wife was not arrested. Piior. O. M. Wood, principal of L'Ou verture (colored) school at St. Louis, has sent a communication to Gov. Stephens, tendering the services of himself and 1,000 negroes for the vol unteer army. Wood is a brigadier general of tho colored Knights of Pythias of Missouri and Kansas. Thk war department is preparing to send a large quantity of arms, mili tary supplies, shoes and uniforms to tho army of Gomez, the Cuban insur gent general. He asked for 15,000 stand of arms, some light rapid-firing guns and an olllcer' who can instruct his men in their use. These stores and arms will be landed wherever Gen. Gomez indicates. The landing will bo covered by the guns of our light-draft vessels, the Holcnu, Detroit or Nash ville. Phksidknt McKinlky on the 25th sent a message to congress recommend ing a formal declaration of war against Spain, to the end that the status of the United States as a belligerent pow er may be known to all other nations. Thk bill declaring that war exists between tho United Stntes und Spain passed botli houses of congress on tho 25th. Tho senate also passed tho naval appropriation bill and tho urmy reor ganization, but tho house disagreed to tho amendments of tho latter bill and bent it to conference. John Shkhman, tho venerable secre tary of state, handed his resignation to President MeKinley on tho 25th. Tho reason given for tho resignation was tho condition of Mr. Sherman's health, ndded to his age, 75 years. Tho resignation was tendered in a simple note. Judgo Day, assistant secretary of state, will succeed Mr. Sherman. John B. Mooih:, of New York, will bo assistant scerotary of state at Wash ington.
