America has sought the co-operation of
eight other powers with vital Interests

"next world war."
This Is generally regarded as the
greatest humanitarian crusnde in the
history of mnnklnd. But It is also n
practical scheme for innterlul relief
from the overwhelming burden of taxa
tion and debt.
Meeting Is Unique In History.
The veteran diplomats of Europe
who have participated In every Impor
tant International parley for the past
half century characterized this meet
ing as unique In world history a
meeting called In advance of war, de
signed to prevent war, and a voluntary
coming together of the great nntlons
to limit the size of each other's armies
and navies.
The President spoke from tho head
of the great U-shaped table, uround
which sat In rapt attention the states
men of Europe nnd Asia. To the
right of him sat France nnd Japan,
to the left Grent Brltoln nnd Italy,
and down at the far end of the horse
shoe were the representatives of
China, Belgium nnd Portugu'l.
On cither side of him at the head
of tho table were the head of Amer
ica's representatives. The galleries
were crowded with the entire mem
bership of house and senate, members
of the cnblnet, justices of the Supremo
court nnd diplomats.
Text of Harding's Address.
President Hnrdlng delivered the fol
lowing address at the opening of the
armament conference here:
Mr. Secretnry and Members of tho
Conference, Ladles and Gentlemen:
It Is n great and hnppy privilege to
bid the delegates to this conference a
cordial welcome to the capital of the
United States of Amerlcn. It Is not
only a satisfaction to greet you be
cause we were lately participants In a
common cause, in which shared sac
rifices and sorrows nnd triumphs
brought our nntlons more closely to
gether, but it Is gratifying to address
you ns the spokesmnn for nations
whose convictions and nttendlng no
tions have so much to do with the wenl
or woe of all mankind.
Will Influence Human Progress.
It Is not possible to over nppralso
the Importance of such a conference.
It Is no unseemly -boast, no disparage
ment of other nations which, though
not represented, nre held In highest
respect, to declnre thnt the conclu
sions of this body will have a signal
influence on all human progress on
the fortunes of the world.
Here is a meeting, I can well be
lieve, which is an earnest of the awak
ened conscience of twentieth-century
civilization. It Is not a convention of
remorse, nor n session of sorrow. It
Is not the conference of victors to de
fine terms of settlement. Nor Is it a
council of nntlons seeking to remake
humankind. It Is rnther a coming to
gether, from all parts of the earth, to
npply the better attributes of mankind
to minimize the faults in our inter
national relationships.
Call of War-Wearied World.
Speaking as otllclnl sponsor for tho
Invitation, I think I may say the call
Is not of the United States of Amerlcn
alone, It Is rather the spoken word of
a war-wearied world, struggling for
restoration, hungering nnd thirsting
for better relationship; of humanity
crying for relief nnd craving ussurnnce
of lasting pence.
It Is easy to understand this world
wide usplratlon. The glory of tri
umph, the rejoicing in achievement,
the love of liberty, the devotion of
country, the pangs of sorrow, tho bur
dens of debts, tho desolation of ruin
ull these are uppralsed alike In all
lands. Here In the United States we
are hut freshly turned from tho burial
of an unknown American soldier,
when a nation 'sorrowed while paying
him tribute. Whether It wus spoken
or not, u hundred millions of our
people were summarizing tho Inexcus
able causes, the Incalculable cost, the
unspenkubiu sacrifices and the unut
terable sorrows, and there was the
ver-lmpelllng question: How can im
munity Justify or God forgive? Hu

tion nnd greed must bo denied it. If
misunderstanding must take the blame,
then let us hnnlsh it, and lot under
standing rule und make good will reg
nant everywhere.
All Demand Liberty and Justice.
All of us demand liberty and Justice.
There en- not be one without the
other, nnd they must be hold the un
questioned possession of nil peoples.
Inherent rights are of God nnd tho
tragedies of the world originate In
their attempted dental. Tho world to
day Is Infringing their enjoyment by
arming to defend or deny, when slmplo
sanity calls for their recognition
through common understanding.
Out of the cataclysm of the World
war came new fellowships, new con
victions, new aspirations. It is ours
to mnke the most of them. A world
staggering with debt needs Its burden
lifted. Humanity, which has been
shocked by wanton destruction, would
minimize tltc agencies of that destruc
tion. Contemplating the measureless
cost of war and the continuing burden
of armament, nil thoughtul peoples
wish for real limitation of armament
nnd would like wur outlawed. In so
berest reflection the world's hundreds
of millions who pny In pence and die
in wnr wish their statesmen to turn
the expenditures for destruction Into
menus of construction, alined at a
higher state for thoso who llvo and
follow after.
War Growing Moro Cruel.
It Is not alono thnt the world cannot
readjust itself and cast asldo tho ex
cess burdens without relief from tho
lenders of men. War has grown pro
gressively cruel and moro destructive
from tho first recorded conflict to this
pregnant day, and tho reverse order
would more becouo our boasted civiliz
ation. Gentlemen of tho conference, tho
United Stutes welcomes you with un
selfish hands. We harbor no fears; we
have no sordid ends to servo ; wo sus
pect no enemy; we contemplate or np
prebend no conquest Content with
what we have, we Beck nothing which
Is another's. We only wish to do with
you thnt finer, nobler thing which no
nation can do alone.
We wish to sit with you at tho table
of international understanding nnd
good will. In good conscience, wo nre
eager to meet you frankly, nnd Invito
nnd offer co-operation. The world dc
mnnds a sober contemplation of tho
existing order and the realization that
there can be no cure without sncrlflce,
not by ono ofus, but by all of us.
No Pride Need Be Humbled.
I do not mean surrendered rights, or
narrowed freedom, or denied nspirn
tions, or ignored nntlonul necessities.
Our republic would no moro ask for
these than It would give. No prldo
need be humbled, no nationality sub
merged, but I would have a mergence
of minds committing nil of. us to less
preparation for wnr and more enjoy
ment of fortunate peace.
The higher hopes come of the spirit
of our coming together. It is but Just
to recognlzo varying needs nnd pe
culiar positions. Nothing can be ac
complished In disregard of national ap
prehensions. Itnther we should act to
gether to remove tho causes of appre
hensions. This Is not to be done In In
trigue. Grenter assurance Is found In
the exchange of simple honesty tVnd
directness, nmong men resolved to ac
complish ns becomes lenders among
nntlons, when civilization Itself has
come to Its cruclnl test.
All Want Less Armament.
It Is not to be challenged thnt gov
ernment falls when the excess of Its
cost robs tho people o? the way to
happiness nnd tho opportunity to
achieve. If tho liner sentiments were
not urging, the cold, hnrd facts of ex
cessive costs and the eloquence of eco
nomics would urge us to reduce our
armnments. If the concept of u better
order does not appeal, then let us
ponder the burden and the blight of
continued competition.
It is not to bo denied that the world
has swung along throughout tho nges
without heeding this cnll from the
kindlier hearts of men. But the same
world never before was so tragically
brought to realization of tho utter fu
tility of passion's swny when reason
and conscience nnd fellowship point a
nobler way. ,
I cun speak ofllclnlly only for tho
United States. One hundred millions
frankly want less of armament and
none of war. Wholly free from guile,
sure In our own ihlnds thnt wo harbor
no unworthy designs, we accredit the
world with the sumo good Intent. So
I welcome you, not alone In god will
and high purpose, but with high faith.
Service to All Mankind.
Wo nre met for a service to man
kind. In all simplicity, In nil honesty
nnd nil honor, there may be written
here the avowals of a world conscience
refined by the consuming fires of wnr,
and made more sensitive by tho nnx
lous aftermath. I hope for that under
standing which will emphasize tho
guarantees of peace, and for commit
ments to less burdens nnd n bettor
order which will trunqulllze tho world.
In such nn accomplishment there will
be added glory to your flags and ours,
nnd tho rejoicing of mnnklnd will
muke tho transcending music of ull
succeeding time.
Statesmen Closely Guarded.
Washington, Nov. 14. An unusually
heavy guard was thrown about Con
tinent!!! Hall, where the first session
of the armament conference was held,
us a result of tho receipt of a number
of threatening letters by high olllclals
of the Stnte department.
Increased precautions were nlso
taken to protect the distinguished
statesmen from ull parts of the world
who are here for the conference.
Kvery precaution bus been tnken to
prevent any untoward Incident which
might disturb the conference or the
conferees.
