"The compromise offer by the railroad i utterly Inaik. quale and I do not believe it possible that the Interstate Commerce com mission will accept it. Aa toon as the railroad funding bill is again be. fore the senate, as it will be in a few days, I shall offer my ontend. rnent providing that it shall not go into effect for the benefit of the rail roads until and unless the order of the Intertate Commerce commission pf October 20 is put into effect by the railroads.
