DISCUSSES COST OF APPRAISEMENT If Htrry I'lpr- Mnt Ho InnprrlPil U" nmltinllon Uoiilil Mr I'.i priinl jliinli-liiiil UihtIiIp DrNlrnlilP LiicIit ( crlnlii Ciiiiilltloiii. John A. Colo, tho commltlnc rnKlnei-r who has boon rccommcndcil to the roiincll as a suitable man to examine the water works rTnnt and furnli-h an estimate ol vl,'t'' nrrlvcd In Omaha yesterday for th'' jmrposo of conf.-rrlnK with membrrs of the council and returned to CIiIcuko last even ing. , "I dlr) not know that my name was tuder consideration here until yesterday, when Mr. Mount culled me up and talUod to nu over too telephone I was unable to un derstand all that was said and, not bnlns acquainted with the Omaha water plant, i concluded to come out and find out exactly what In wanted of an enRlnecr," said Mr. Cole. "I was rot requested to como to Omaha, but camo to sutlxfy myself con cernlnp rondltlons hero. Until this morn ins I did not know that It had been suk Rested to hire a ronsullliiK engineer for the Xiurpose of making a preliminary estimate f the value of tho water works. 1 took It for granted that tho council was about, to Name, appralocrs." Mr. Pole wan surprised when told that ho hnil heen the subject of mhip very wirm arRiimcnts In the council and said that the llrst Intimation he had of Omaha's water works notation was when Mr. Mount called lilm up and asked if his services could be i.cciired. In reply to questions concerning his expcrlencii In hydraulic engineering, ho explained th.tt his llrst work was dono In lloston. In 1KC2 he went to Washington, V. C, and In 1S72 he came to Chicago, Mliero he built the Hydo l'ark and Lake View water stations. Huh Innpeeleil Milliy I'liuil. I'nr many yearn Mr. (Join has mado a rpeelalty of hydraulic engineering nnd has frequently benn employed as an uppralser ly cities which were about to purchase water plants. He has also been in the cm ploy of banks and corporations which deal in bonds issued for tho construction of municipal water works, and within the last twenty years has investigated and placed estimates upon ir.0 water plants. Last year be was one of tho engineers who In vestigated the water works purchased by the city of Dubuque and has Just returned from Helena, Mont., whero ho was hired by tho president of tho water company to mako a report on the water supply. Mr. Cole has owned Htock in several water companies and has superintended tho reconstruction of n numbor of plants. At present ho Is ono of tho ofllcers of tho Terro Haute (Ind.) water company, which bought out an old company In 1SSS and re modeled tho plant. He built tho La Orosso (Wis.) water works ami has been engaged extensively In work along tho IMclllc coast. Not being familiar with tho Omaha plant, Mr. Cole was ur.ahlo to Judgo how long it would tnke to make an exhaustive report concerning It and said that It would lio ImpoRHlblo to determine tho cost of nn investigation until the city's records nre looked Into nnd tho condition of tho nec essary data Is discovered. "No doubt the city has a complete record of mnlns which will do away with Inspect ing all tbo pipes," Mr. Colo remarked. "Most of my recent work has been dono for bond compnnles nnd banks nnd It has been necessary to make a careful examina tion of every pipe to avoid tho misrepre sentations of contractors. In a largo plant llko this in Omaha such an examination would bo very oxpcnslvo." MiiuU'lpiil Oiviiernliip llrnlriililc. In Mr, Colo's opinion municipal owner nhlp of wnter plants is very desirable and he says that most municipal water works of which he has Intlmnto knowledge :o conducted In a manner that Is entirely Stlsfactory to taxpayers, "Hut tho voters of a city must not Imnglnn that their duties aro ended ub soon as they have voted to buy tho plant," ho added. "I know of ono plant as largo as tho ono In Omaha which Is not ut all satisfactory on uccount of an Inofncicnt board of trustees. Men who nro not accustomed to handling big business propositions wore elected to the board and tho result can bo guessed. Some cities In trust the management of tho water works to tho council and find tho plan very satis factory. Tho success of tho works depends rntlroly on tho ability of tho men who control it. Plants which yield prlvato cor porations a handsome income nro a dead weight to a city when Intrusted to Incom petent inon." TAKK TIIK WAIIASII.
