municipal water works, and within the last
twenty years has investigated and placed
estimates upon ir.0 water plants. Last
year be was one of tho engineers who In
vestigated the water works purchased by
the city of Dubuque and has Just returned
from Helena, Mont., whero ho was hired by
tho president of tho water company to
mako a report on the water supply.
Mr. Cole has owned Htock in several
water companies and has superintended
tho reconstruction of n numbor of plants.
At present ho Is ono of tho ofllcers of tho
Terro Haute (Ind.) water company, which
bought out an old company In 1SSS and re
modeled tho plant. He built tho La Orosso
(Wis.) water works ami has been engaged
extensively In work along tho IMclllc
coast.
Not being familiar with tho Omaha
plant, Mr. Cole was ur.ahlo to Judgo how
long it would tnke to make an exhaustive
report concerning It and said that It would
lio ImpoRHlblo to determine tho cost of nn
investigation until the city's records nre
looked Into nnd tho condition of tho nec
essary data Is discovered.
"No doubt the city has a complete record
of mnlns which will do away with Inspect
ing all tbo pipes," Mr. Colo remarked.
"Most of my recent work has been dono
for bond compnnles nnd banks nnd It has
been necessary to make a careful examina
tion of every pipe to avoid tho misrepre
sentations of contractors. In a largo plant
llko this in Omaha such an examination
would bo very oxpcnslvo."

In Mr, Colo's opinion municipal owner

not accustomed to handling big business

trust the management of tho water works
to tho council and find tho plan very satis
factory. Tho success of tho works depends
