You Mir One * Carol Fur by < li I.rnili-r iinil III * One of the charities In this city yet not eo much of a charity aa a work of phllan- trophy about which the public knows little , Is the Child Savings Institute , which fncea Eighteenth street , Juat off St. Mary's avenue to the north. It Is conducted by Hcv. A. W. Citric. While the appearance of the struc ture ta not commanding , and the surround ings not the most agreeable for such a work , Ihe Interior Is clean , comfortable and home like , without any attempt at display. The Institute lias been In existence a little over a year , being founded by Mr. Clark , but Its growth has attested the need of such an Institution In the city. Its name , however , docfi not entirely Indicate the scope of the work done. Children without homes , these with parents unabfc or unwilling to care for thorn properly , those who are- abused and nurrounded by vice and crime , and all othera whose condition makes It seem desirable they should bo entrusted to other hands for their early twining , are taken In charge by the management of the Institute , If not com pletely , at least for a portion of the duy , that the chlM may see some other side of life than that which It meets at home. An Instance showing something of thle work was told by Mr. Clark to a Hco re porter. Reports came to him several wceko ago of a llttlo girl , who was being abused by her stepmother. Ho began some Investiga tion of the case , and a few days later learned that the stepmother had used an ax on the child. Ho then repaired to the house and found the husband and wife quarrelling. Ho told bis mission , and said ho wanted the child. He repeated the story of the ax , and the husband accused the wife of the deed , while she denied It. There were- two other little children In the house beside the ono Mr. Clark was after , and both were younger. The man and wlfo used violent language , and admitted to Mr. CTark that they frequently quarrelled. The man showed a scar over ono of his eyes which he said was caused by a blow from n hot poker In the hands of his wife. Mr. Clark reminded them that this was all evidence of their unlHncss to raise the child , and after eomo talk he secured the father's signature to papers releasing his rights over the chlM , who was then taken to the Institute Unfit SnrronnillnKfl for n Child. Another case In point Is located on St. Mary's avenue. Mr. Clark learned of a little Klrl who hnd Improper home training , and lie went to sro her. Ho found tbo mother Bitting In a squalid room at the elilo of an old box , holding a. plcco of dry bread In one hand and a glass of beer In the other. At another box was n roan bearing all the ap pearances of a hobo , whom Mr. Clark said ho knew not to be the woman's husband , and he was regaling himself -with thc\samo \ klndof refreshments. Mr. Clark did not secure con trol of this child , but ho arranged for her to spend a portion of the day at the Institute enjoying such advantages as are there for euch cases. Mr. Clark finds good homes for four or five children each week. He said he had many applications on Hie from people who wish to adopt a child. He seldom has more than ten children living at the Institute at one ! time. Last week one of bis attendants went to Harrison , Neb. , where she took a child to a family that had arranged for Us adop tion. At tbls time ho baa two little girls , sisters , aged about 8 and 10 years re spectively , who a few days ago were left ; without A homo or protector by the death i of their mother. He had two others , a i brother and sister , younger. In these cases i he desires to * keep the children together and Is holding them for some one who will 1 lie willing to adopt two. He has bad op ' portunities to dispose of any one of them , p but declined them for the reason given. 1 The children remaining about the bouse i are kept neat and clean. They are clothed i comfortably , although not always In the latest style. Mr. Clark says It Is sometimes 1 difficult to find clothing enough for them , p while ho thinks there were hundreds In thft city who bad suitable articles for which i they had no further use , but which would l bo of great value to the Institute If they wore sent there. The children are quiet and ' mannerly. There was notblmy boisterous or unseemly In their conduct. ' They played I quietly around In the various rooms and to I all appearances were happy. They surely gave evidence of some one's careful training. Some New Dliltei. Just now a new housekeeper has taken hold of the Interior work of the Institute. Tbe former owned all the kitchen utensils and dishes used and when she left the In stitute was put to straits to serve food for the many mouths cared for. The disad vantage was tided over temporarily , but Mr. Clark suggests that anything In the way of these articles or tui/Ie linen would bo thank fully received If any one felt disposed to donate them. The Institute Is located In a two-story brick building , C0x75 feet. The first floor Is divided Into three rooms , but between the center and north rooms Is a movable parti tion , which , when occasion requires , can betaken taken out , leaving ono largo room , which Is used for drills by tbo boyi In the gym nasium class. The south room Is a reading room. On the shelves are hundreds of magazines and other periodicals , These are donated by the peopla of the city and some of Omaha's citizens subscribe for the leading juvenile publications and have them sent direct to the Institute. There Is also a largo case of books which has been given to the cause. There are plenty of tables and chairs to accommodate the llttlo readers. This room IB for the use of the boys and Is open week days from 9 to 12 , from 4 to 6 and every evening. On Sunday It Is open In the afternoon. In ono corner Is a neat ward- iobc , In which the \surk Is krpt between the cessions. The middle room Is occupied by the gym nasium , which Is nearly complete with ucccHiary apparatus. It has a punching bag , horse , parallel bar * , horizontal bar , mats , Intllau clubu , dumbbell * , rope ladder , chest developers , etc. , all of which bear evidence of use. This department Is the leading feature for the boys and It Is visited by a large number of them. Thursday nights In this room there Is a physical culture class for girls and young women , which Is directed by Miss .Mary Coy , and every Saturday afternoon there Is a class for small girls under the direction ot Miss Nellie Holmes. When : Ilic Tutu Knre Well. In the north room la the 'kindergarten , where classes inset every afternon. Hero wore a score ot ilttlo chairs such a& many children more fortunately situated received for a Christmas present. Then there were low tables on which they could write. In this department a class of thirty-two llttlo tots dally pursue their course of Instruction under the direction of Miss Jordan , who was formerly connected with the kindergar ten work of the public schools. She was recommended for the work by Mrs. Chit- tenden of the public schools. Other teach- era from the public schools assist In this ( j i department at dlflcront times. . In this same room a cooking school Is conducted - ' ducted by Mrs. Pugh of the Woman's club , ' assisted nt times by Mrs. MacMurphy. This I has developed Into an Interesting class , and many boys who help In restaurants are attending - tending , hoplug to become cooks , and others - ers whose mothers keep boarders attend . I for the same reason. In addition to the names already men- J ' tloned Mr. Clark Is assisted by Miss Myrtle Peck and by A. Keables and wife. Mr. Kea- blcs has a stereoptlcon with which ho In terests the children frequently , often In connection with the Sunday evening serv ices , which are always of auch character as to Interest the young. Miss Peck superin tends tbe reading room and said she had ' counted forty-three boys leaving the room when It closed at night , while as high as sixty have been in during the course ot the ( : evening. ! ' A roll Is kept of the boys who visit the Institute , but they frequently give fictitious names and wrong addresses. They are all | known to bo from the lower walks of llfo and devoid of any ot the advantages at home which they find hero. The same Is true of the girls who take advantage of the oppor tunities offered , eo the Institution fills a distinct place In the social economy of the city. Htm n Similar School. Sunday afternoons a Sunday school Is held for the same children and In this connec tion Mr. Clark has established classes In history , stenography and blblo study , all of which are well attended. Further , ho has Interested a large portion of his proteges In a penny provident savings Institution , the result of which has been that some of the boys have been able to buy themselves clothes and others to buy thinga for their poorly furnished homes. The Institute Is supported entirely by charity , many people making regular monthly contributions to the cause. Its first year was closed without any Indebted ness for current expenses , but strictest economy was exercised. There is an In debtedness of about $100 on the building made through some necessary repairs. It Is a Christian home , but non-sectarian. OniMlui'n I'lnno l'"nptor > - . Henry , military governor , baa addressed two letters to the president ot the ] Insular cabinet and Its members , an nouncing bis future policy. He declares that ] so far as possible he wishes to give j I Independence j , of action to tbe mayors and councils In the various towns and to hold them responsible for the conditions that follow , lie lays especial stress upon the necessity for cleaning the towns and provid ing for thorn an adequate polity. It Is hla Intention , ho says , to appoint to thu coun cil only men who are selected by the people ple or recommended by the council Itself. In regard to the methods of elections , ho Is I ' as yet In doubt , but Intimates that the suffrage ( will not bo restricted to these who can read and write , as only 14 per cent of the people would bo able to vote under this ] rule. ' I A man In office , General Henry announces - nounces , will not bo removed , ex cept ' for cause. Should such removal - moval become necessary he expects the council to effect It , and will act himself only upon tbe failure of the council to j do so. | . General Henry asks the mayors how many Instructors they can pay who can teach the English language. He thinks that those unable to teach in any other tongue than English can do the work by object lessons. American women for teaching , he says , can bo obtained at $50 a month in gold and are well worth U. The general declares It his purpose to Introduce a few American policemen to teach natlvo policemen their duty nnd to encourage them to exercise some authority , "which at present they do not seem desirous of doing. " General Henry announces that men should not bo put In Jail unless charges are brought against them. "Tho Injustice of holding men In Jail without charges , " he eays : , "or putting them In Jail and holding them there without trial , which seems to be the custom In this country , cannot bo too strongly Impressed upon the people , and will not be allowed. When civil courts fall to try the cases of bandits and mur- dcrcrs I have organized commissions whoso duty will bo to bring these men to trial. " The general declares that politics should be discarded until laws are enacted to gov ern the Island , and that articles of an In cendiary character will not bo allowed in , the newspapers. j I Regarding military rule , General Henry ' says : "It Is the Intention that the sol- I dlers , so far as possible , shall preserve law nnd order , but , as In the United States , soldiers are not needed , so the Idea now Is to educate the people to take care of themselves. "This , of course , will take time , but every official resorting to violence lence In order to protect himself In the performance of his duty will l > o upheld.
