United States military authorities at Fort

military reeervation , to expel certalmi
strikera , who threatened to destroy private
property , consIsting of fish traps. Aa the
United States holds exclusive jurisdiction over
such reservations and may not waive it in
favor of a state. the state authorities were
informed their request cnud not be corn-
pltcd with. and , furthermore , orders were
nent by Gcnerat Otto , the commander of the
department of the Columbia , to the coni-
mantier at Fort Canby , to occupy time reserva-

latter will obviate the netessity for the

have all been fully complied with by time

the retentjomm of half of the compensatIon
for servIces rendered for time governmemmt
would equal or exceed time current interest

the repayment of time debt at mumatunity.
"It ia estimated that time aggregate arm-
