INTERIOR SUPPLY '• EST UTE LOWER: First Appropriation Bill Re ported Out of Committee to Floor of House. Washington, Dec. 2.—A total of of $233,000,000, or $31,000,000 less than the amount made available last year, was carried In the Interior depart ment supply bill as reported today to the house. First of the appropriation bills to receive committee approval, its figures were well under the budget estimates. Outstanding differences from the bill passed last year are reductions of $25,500,000 for army and navy pen sions, made possible by a shrinkage in the number of pensioners: $4,30(1, 000 for the reclamation service; $1, 000,000 for (he Indian service, and $600,000 under the general land office. An increase of 3672,000 was hhown for the Alaska railroad. The bill would carry out the recom mendations of the Interior depart ment for abolition of the office of sur veyor general and consolidation of this work with the field surveying service, a change which would direct ly result in a saving of $167,000. I This plan would also call for the ' abolition of 3!) land offices and do away with (he position of receiver at 1 lie remaining offices at an estimated saving of $265,000. The bll carries $109,095,000 for the pension office, $11,883,270 for the bu reau of Indian affairs, $8,943,000 for the reclamation bureau, $3,187,.09 for the national park service, $2,801,600 for the patent office. $2,583,590 for the general land office, $1,908,637 for gov ernment in the territories and the Alaska raliroad, $1,881,560 for the bu reau of mines, $1,637,760 for the geological bureau and $79 .495 for the bureau of education. This is the first consignment of liquor to be dispatched to that terri tory via Alaska since the Canadian and American governments reached an agreement permitting liquor to be I shipped across American teritory in bond. Fred Palmtag, on cross examina tion by Attorney John Herger, tes tified that he arrested Gibbs on numerous occasions. “Now on what charges did you arrest Gibbs?" queried Berger. *‘I arrested him for being a vag, burglar, robber, #bootlegger and dope fiend." said Palmtag. "And you arrested him for safe blowing and murder?" said Berger. “Yes, I did thatfl^ answered Palm tag. Gibbs caused laughter among the Jurors when he testified that he worked for the old Midway for years while Palmtag was a messenger boy working around that district. Kansas City, Dec. 2.—The question of whether newspapers have the right to publish income tax returns will go directly to the supreme court of the T'nited States from the United States district courts for the western district of Missouri. Judge Albert J<. Reeves this morning sustained the demurrer of attorneys for the Kansas City Journal-Post to the Indictment of Walter 8. Dickey, publisher, and Ralph Kills, general managing editor. t'nited States District Attorney C. C. Madison had announred the gov ernment would appeal. Judge Reeves held the indictments, which charged Illegal publication of Income tax payments, violates the Urst amendment to the constitution, which guarantees the freedom of speech and of the press.
