Envoys Pledge Their Support to Dawes Pact Plan Becomes Effective at Once; Names Affixed in Historic Ambassa* dors’ tysom* London, 'Aug. 80.—The London reparations pact, pledging the slgna torles to the Dawes plan, was formal ly signed at the foreign office today The ambassadors and charges d’af falres signed for the various nations The German ambassador signed along with the allies. The signatures were affixed in the ambassador’s waiting room of the foreign office, a large room looking out across St. James park to Buck ingham palace. The first and second King Georges looked down from their golden frames upon the diplomats gathered around the great mahogany table, at one end of which lay the historic documents. Each protocol was signed separte ly. There were four documents and the signatures were fixed in alpha betical order. Germany signing last. Kellogg “Sits In.” Frank B. Kellogg, the United States ambassador, did not sign as America was only an observer at the London reparations conference. How ever, Mr. Kellogg was present. “Well, I am glad it is over," com mented the American ambassador. “Now the Dawes plan is effective at once.” Sir Eyre Crowe signed for Great Britain. The * high commissioner signed for the British overseas do minions. Young Made Agent-General. Paris, Aug. 30.—Owen Young, New York lawyer an dfir.ancier, was today named reparations agent general in Germany by the interallied repara tions commission. Young was one of the drafters of the Dawes plan under which he wilt serve in his new post. M. Delacroix, Belgian delegate on the reparations commission, has been named trustee of railway applications. Signor Nogare of Italy has been nom inated trustee of industrial de bentures. J. McFaydean of England, who re signed as general secretary of the reparations commission, has been named commissioner of controlled revenue in Germany. The reparations commission an nounced a plan for reorganization and economy, cutting down expenses and dismissing unimportant employes. It is determined to put ths Dawes plan in operation as cheaply as possible. Speedy ratification of the Dawes plan, as embodied in the London pact, is expected by England and Italy. It is believed the plan will be in full operation within four weeks. By Associated Press. Paris, Aug. 30.—Ths French gov ernment will order the evacuation of Dortmund, in the Ruhr, tomorrow. This is in execution of Premier Her riot’s engagement that the evacuation of the Ruhr would begin the day after the signing of the London agreement. The agreement was signed in London early this afternoon. HOME ROBBED AS TWO WOMEN CHAT While Mrs. B. M. Campbell, Council Bluffs, talked with Mrs. Perry C. Ed son, 3413 Avenue A, on the front porch of her home at 3400 Avenue B, Council Bluffs, a sneak thief entered the residence through the rear door and stole articles valued at more than $200. A neighbor who saw the prowler leave the house Informed Mrs. Camp bell. J. P. Nugent, 1409 Avenue B, Coun cil Bluffs, reported that his home had been entered Wednesday and a watch, valued as a keepsake, and a revolver stolen. A suitcase, suit and hat were taken from the room of John Bradford, 537 West Broadway. Jack Yeoman, Silver City, la., re ported the theft of a set of harness from his barn last Saturday or Sun day night. LIGHT CURRENT KILLS ENGINEER Harry Reynolds, 1223 Twenty-first avenue, a married man with five chil dren, was killed at the Monarch Manu facturing company plant. Eleventh avenue and Sixth street, Friday eve ning, when he touched a broken elec tric light socket. He had been engineer at the plant for five years. East night he climbed up on the boiler to replace a burned out eleetrlo light globe. The socket had been broken and one of the wires was exposed. According to H. A. Searle, jr., man ager of the plant, Reynolds' contact with the boiler and water filled pipes must have supplied a perfect ground for the current, which, although It was only 110 volts, killed him In stantly. Dr. A. V. Henneasy was called to the plant and the police ambulance was rushed there with a pulmotor. Efforts to resuscitate the engineer were futile, however. NATIONAL BAPTIST TREASURER DIES Eos Angeles, Aug. 30.—Dr. A. J. Stokes, pastor of Mount Zion Baptist church here and treasurer of the Na tional Baptist association of America, for 34 years, died last night. He was 69. Dr. Stokes’ body will be sent to Nashville, Tenn., where It will lie In state at the natlonnl Baptist conven tton. From Nashville the body will be sent for burial to Montgomery, Ala. Coyne Funeral. Funeral services for Mrs. Mary A. Coyne, 63, who died Friday at a local hospital, will be held Monday at 3:30 a. m., at the Duffy A Johnson chapel end at St. John chapel at 9. Burial Will be at Holy Sepulcher cemetery. Mrs. Coyne lived with her son In Isw, M. J. Gibson, and grandchildren. Mary, Ben and Jack Gibson, 615 North Thirtieth street. S Rival Drove Car While Sweetheart Choked Her Emil Zupxe ana Florence McKin ney are in jail at Benton Harbor, Mich., following alleged confessions that Zupke choked Cora May Raber to death while Miss McKinney drove the automobile in which all three were riding near Benton Harbor. The girl said she* helped dispose of the body. Miss Raber had insisted that1 Zupke wed her and accused him of being the father of her expected child. ■ Chinese Warned Against Violence Joint Note of Four Powers Sent; U. S. Destroyers Land. Washington. Aug. 30.—The State department today made public the text of the Joint note of the United States, Great Britain, France and Japan, warning the Chinese govern ment that It would be held respon sible for loss of life or property damage resulting from the revolu tion. It follows: "We, the undersigned representa tives of Great Britain, Japan, France and the United States, learning of the grave danger of hostilities breaking out between the provincial authori ties of Klangsu and Che Kiang, feel It our duty to remind the Chinese government of the terms of the com munication addressed by us to you on August 11, 1923, and to repeat and reaffirm In the most solemn manner the declarations contained In that communication regarding the obligations of the Chinese govern ment in the present crisis to prevent loss of life and property to members of the foreign communities In and around Shanghai.” The note of August 11, 1923, called "attention of the Chinese government to the danger of the outbreak of hostilities at that time, emphasized the "enormous foreign Interests that exist In the region of Shanghai” and reminded China of its treaty obliga tions to protect these Interests. It further Informs the Chinese govern ment that In the event of any loss of life or property the governments In question would take all necessary steps to protect foreign residents and property. Shanghai, Aug. 30.—Three Amer ican destroyers and one British cruiser arrived today prepared to protect the foreign settlement in case it Is threatened by the Impending struggle between rival provinces for control of the Shanghai district. Mediators continued their attempts to avert war between Klangsu and Chekiang provinces. Both sides Is sued statements declaring they de sired peace but the mobilization of forces continued unabated and In aome quarters failure of the media tors’ efforts Is expected. JULIE REINHARDT, ACTRESS, DIES New York, Aug. 30.—Mrs. Julie Reinhardt, actress and suffrage work er, died today at the age of 80, after nine months' Illness from dropsy. She had been 111 since she fell 15 feet by stepping out of the wrong door of .a theater In K1 Paso, where she was playing In “The Auctioneer.” She Joined Henry Ward Beecher In 1868 In a fight for woman suffrage and for 40 years she talked from street corners and platforms on behalf of the movement.
