He characterized the accusations against him as "a hell-engendered conspiracy against my honor and in tegrity.” By Associated Press. Chicago, March 1.—A further in vestigation into transactions reported by the federal grand jury wkjch re turned indictments against Charles R Forbes, former director of the United States Veterans’ bureau, to Involve graft on the part of government of ficers, was indicated today by assur ance from John W. The grand Jurors in their special report declared the transactions un covered by them, but not pursued for want of jurisdiction, include payment "of certain sums of money to two members of congress, speculation by one cr more government officials where official information was used, acceptance of money by certain in dividuals for obtaining clemency for prisoners, and acceptance of money for obtaining through acquaintance with officials permits for intoxicating liquor.” John W. Elwond Godman, attorney for Thompson, Indicated that Colonel Forbes also will probably come to Chicago soon to surrender and give bond for the same amount. Armagh, Ireland, March 1.—'“The j crying scandal” of women's dress and the growing "mania" for dancing are denounced by Cardinal Lngue, primate of Ireland, in his lenten pastoral to the arch dlocess of Armagh. The pas toral, which will he read in all the Catholic churches tomorow: "If there he one thing before all others of which Ireland was pustly proud, it Is the reserve and scrupulous modesty of her women and girls. Of every country to which they have been scattered this distinction clung to them. Whether it be from a general loss of that tenderness of conscience or a slavish devotion to fashion, I fear we can pride ourselves on this no longer. "The dross, or rather want of dress, of the women of the present day is a crying scandal. There seems to be rivalry among them as to how little dress they can wear with out incurring universal reprobation. We see enough of this In every day life, but if we can Judge from the advertisements in the newspapers, we do not see the worst. "What shocks one most is to the persons presenting themselves for holy communion in these dresses. I often have felt the impulse to pass them over. In Rome the cardinal vicar, no doubt with the approbation of the pope, has published a decree forbidding the clergy to give holy communion to those who present themselves in unbecoming dress. I fear this example must be followed If the scandal is to be stopped. "Another abuse Is dancing, especial ly all night dances. I.ately there seems to be a regular mania for danc ing. As to the character of the dances I know nothing, especially those imported dances some of t/ie names of which I see in the news papers—and certainly the names are bizarre enough. Those who do know1 tell me they are most objectionable on the score of morality. They seem to be an outcrop of the corruption of the age.” Fossil of Elephant That Roamed Kansas in Glacial Period Found By Asaorhted Press. Hutchinson, Kan., March 1.— What are said to be the fossil bones of an Imperial elephant which roamed Kansas during the last glacial period were dug up this af ternoon by Prof. Harvey Ninlnger of the biological department of Mc Pherson college and a party from the bed of a dry creek on the farm of Jesse Kagarice, 12 miles south west of here. . Mr. Kagarice first discovered the large bones In the creek bed four years ago, but before he could re move the fossil from the creek bed It wag covered up by shifting sands. With the creek bed dry the pro fessor and college students dug to day four feet before they unearthed the skull of the pre historic beast. As soon as the huge bone was ex posed to the air. It decomposed and shattered, although most of tho fragments were preserved by the use of plaster of parls. Professor Ninlnger said the Im perial elephant whose bones were found may have been dead for 16, 000 to 30,000 years. The animal closely resembled the modern ele phant only was a third larger and had curved tusks 15 feet In length. England Faces “Sub-Men*’ Race Dean Deplores System That Allows Feeble-Minded to Reproduce. London, March 1.—England it In danger of "sub-men." Dean Inge, sometime* called the "Gloomy Dean of St. Paul's," has sounded this solemn note of warning. "We are breeding from the bottom and dying off at the top,” warns the dean. "It Is the slum-dweller, the sub-man. the untaxed dole receiver, who Is the father of the next generation, or of by far more than his share of it. “The highest birth rate of all is that of the feeble-minded, and the state does all in its power to increase the evil by throwing on the industrious the whole burden of maintaining in constantly Increasing numbers these wasteful products of the social ma chine whose disappearance would simply augment the prosperity of the country. The peril is a new one. "The dysgenlc effects of our present social arul political order have not yet had time to manifest themselves fully, but there can be no doubt that the consequences will be. If they are not checked, the rapid decay of our na tion in physique, Intellect and char acter." In each generation, according to the dean, the cream of all classes is skimmed off, raised to a better social position and there sterilized. It is a foreboding symptom that doctors, min isters of religion and the teaching pro fession have at present the lowest birth rate. "Decline in the birth rate," con tinued the dean, "has prevented a soelal revolution and the death of many millions by famine, but It has not gone far enough to remove the danger."
