Heavy Snow in Panhandle. Amarillo, Tex., Nov. 28.—The Pan handle and plains of Texas were blan keted last night with the heaviest snow storm In three years, according to weather observers. Snow started falling early yesterday over the north plains and by noon reached counties to the south of Amarillo. It had reg istered nearly 10 inches at Amarillo at 6 o’clock last night and was still falling heavily. General Kikuzo Otani Dead. By AKHorlatril Prism. Toklo, Nov. 28.—(Jen. Kikuzo Otani, military councillor of the Japanese government since 1917 and former commander of Japanese forces in Si-' beria, died here today. He was 67 years old. New York, Nov. 28.—One man was burned to death and 20 other per sons injured in a fire early today In a five-story tenement on the upper west side.
