Rail Executive Urges Four-Line Consolidation Halo Holden Would Merge \ll Roads West of Chicago Into Four Great Systems. Washington, March 1.—(/P)—A plan for consolidation of all the railroads west of Chicago into four great sys tems, each operating over 30.000 miles of line, was laid before the Interstate Commerce commission today by Hale Holden, president of the Chicago, Bur lington and Quincy. The object of the vast consolidation he proposed, which would go far be yond present government consolida tion plans, would be the creation of four such systems which would each icach from Chicago to the Pacific coast and from the gulf to the Cana dian border. The Burlington, Great Northern, Northern Pacific, Kansas City South ern, Chicago Great Western. Louisi ana Railway and Navigation company. Trinity & Brazos Valley and subsid iary corporations would be in one group. A second group would be made up of the Atchison, Topeka & Santa Pe; Chicago & Northwestern. Duluth, Missabe & Northern; Duluth & Iron Range. Missouri & North Arkansas, Minneapolis. St. Paul & Saulte Ste. Marie; Chicago & Eastern Illinois, St. Louis Southwestern, Duluth. Winni peg & Pacific: Western Pacific and a series of smaller lines. Third Group. In the third group would be placed the Southern Pacific, Chicago, Rock island & Pacific, Missouri Pacific, Vicksburg. Shreveport & Pacific, Mis souri, Kansas and Texas, Toledo, Pe oria & Western and other shorter lines, while ownership of the Denver & Rio Grande Western and the Den er & Salt Lake would he vested, one lialf to each, in common between the second and third groups. In the fourth group. Mr. Holden proposed to place the Unfon Pacific, Chicago. Milwaukee & St. Paul, St. Louis-San Francisco, Chicago & A1 ton, Texas & Pacific and International * Great Northern, ' The history of American railroads has been one of steady development into large operations and larger sys tems,'' Mr. Holden said, in advocating the plan. "I do not believe that the full benefits which the public expects to secure through consolidation will arrive unless a courageous and com prehensive view is adopted. Would Demonstrate Value. ‘T predict that the courage and ability of American railroad manage ment. if permitted to do so, will dem onstrate the value of great western systems similar in type to those I have suggested and I offer these sug gestions In, the belief that they are sound In principle and with the hope that they may be of assistance to the commission In the solution of the diffi cult problem that confronts It.” The commission is preparing tenta tive pains for seven operating units in the territory where Mr. Holden’s plan would leave but four. He de clared competition would be better preserved by grouping on the larger scale, because the corporations re sulting would be equal in resources. He contended also that better service * could be rendered and a more secure car supply afforded to shippers.
