gress on many prcviou occasion.

message advised congress that inas

President Harrison asked for the
same bestowal of jurisdiction, hav
ing encountered deep embarrassment
which grew out of the lynching of
eleven alien in New Orleans in 1891.
President McKinley, dealing with a
like problem in 1899, asked the con
ferring upon federal court jurisdic
tion in that class of international
