Such a step ru strongly advocated by Her Majesty at the completion of the ixtienth year of her reign, and the pol itical reasons which led to its abandon meat made a curious chapter in the do mestic and diplomatic history of the empire. It it strange that momentous ''events like this often hinge upon causes which seem almost ludicrously insignifi cant. 8uch facts make anecdotal col lections and what is known as "secret hitoo' of the utmost interest to the geaeral reader as well as to the histori cal atudent. aThb death of Mr. Gladstone has re leased a store of suggestive reminiscen ces of a personal nature which bear in this way upon many upon many of the important events of the histery of the world daring the last twenty-five years. Mr. George W. Smalley, for example, 'has contributed to the August Harper's a most readable paper of anecdotes, based upon personal experiences with Mr. Gladstone, which throws a strong and, in many respects, a new light upon the character and traits of the eminent statesman. Lord Bosebery once said that Mr. Gladstone's life could only be written by a limited liability company. Mr. Smalley has made no attempt to write his life, but he has furnished much valuable material for a possible biogra pher. This reminiscent article is to be followed in a subsequent issue of the same magazine by Mr Mr. Smalley's estimate of the character and career of the great prime minister.
