industry.
The Kelly bill would repeal the
latt two of the four increases in pos
tal ratet which werf made wider
the war revenue law of 1917. Repre
sentative Kelly, in a gtatement.
pointed out that newspaper and mag
aiine publishers of the country are in
need of relief from this discrimina
tory war tax in order that the press
may continue to function. He stated
that the proposed measure retains
the present zone system of postal
charges, but reduces the amount of
charge to the second advance in
rates which became effective July 1,
"19. According to Mr. Kelly, the
ratet asked would still give the gov
ernment 175 per cent more than the
prewar rates and would not relieve
the publishing industry of one cent
of the other federal taxes paid by
it In common with other industries.

Laredo, Tex., June 10. The bodies
of Gen. Lucio Blanco, Col. Aurelio
Martinez and Major Garcia, killed by
Mexican customs guards and soldiers
