method, coupled with waslrful prac
tice t on the part of the public," ac
cording to findings made public by
the joint congreiioual commiiun
on agricultural inquiry.
"We have now reached a point
where at cot more to distribute and
nerve than it doe to produce."
Chairman Sidney Anderon said in a
forecast on the commission report.
"Commodity value are lost in a
maa of aervice costs and the time
has come for a consideration of the
fundamental problem of the eco
nomic distribution of the essentials
of living."
In its search for data to build up a
picture of the present organization of
marketing and distribution in the
United Stales, the commission had
the technical assistance and co-operation
of trade associations in 200 in
dustries, the report said, and di
rected 15,000 questionnaires to indi
vidual and institution. The re
turns were analyzed and compiled by
a conference of the trade representa
tive with the commission.
No single factor in industry or
commerce "can be held aolcly re
sponsible for the i spread between
producers and consumers," Mr. An
derson said in describing conclu
sions drawn from the work, nor was
the commission enabled to ''point out
a remedy, executive or economic,
which will Teduce this spread.
"Responsibility for betterment," it
concluded, "rests on the entire peo
ple," who, it was declared, must
"make such readjustments of custom
and habit, as will permit the develop
ment of an economic system of dis
