Chicago, May 16. Bullish enihu
iia.ni wa rampant in wheat.- 'the
ouuidr trade wat larger. Newt
generally wat in favor of higher
price. With a lark of pretire,
.September advanced to a new high,
for the teaon. The finish wai about
the top on all deliveries with net
gint of .'Hdi.'Jic. Corn and oats
were helped by the bulge in wheat;

At no time were wheat pricet a
low a the iiiiish of the previous
day. The supreme court decision in
the C'apperTincher bill, combined
with an advance of 1(4 Hid in Liver
pool terved to retor? confidence
among the bulls. With strong com-
musion rtouict on the buying tide,
the turplut in the pit 'readily wat
absorbed. There wat tome telling
of May and buying of the deferred
futures attributed to foreign account,
and also buying that was regarded
as against export tales. The latter
reached a large aggregate, exceeding
l.lKin.UOO bushels old and new crop
grain.
l.a favorable rrap rport wer re.
rrlvrd from Kan.a. Tb.y attracted

messages from th.r ha been highly
optimistic. Purchase ef 400.000 bu.h.l

not maintained. The undertone waa
relatively heavy. Cash Interests bought

By ALEXANDER DANA NOYES.
New York, May 16. The three
interesting movements in today's
markets were the strength of foreign
exchange, despite our government's
retusal to take part in a second con
ference on Russia, the further vio
lent advance in cotton prices, and the
greatly confused fluctuations of steel
shares in the "merger group." That
the movement of these stocks should
have become far more bewildered
When the market learned the terms
of the Bethlehem-Lackawanna mer
ger, than it was while the terms were
being withheld, was quite in char
acter. In a market of this kind, fact
is a much less stimulating influence
than fancy, ihe amount of ;new
Bethlehem steel stock which is to be
exchanged for old Lackawanna steel
shares would indicate a higher valu
ation for Lackawanna than the mar
ket had previously given, always sup
posing the new, Bethlehem stock to
be worth what 'the present outstand
ing stock has been bringing on the
market Unfortunately this sort of
calculation is measuring with a vari
able yardstick. Increase in the
amount of a given stock outstanding
has been known to affect , its value
even on the stock exchange. As a
whole today's stock market moved
uncertainly with highly irregular
changes for the day but with net ad
vances predominating. ;.
Exchange Rates Strong,
Today strength in' European exchange
rates certainly suggested that the mar
ket ha cut loose from Lloyd George's
political experiments. Wall street's In
terest In foreign exchange movement
took a somewhat new turn, however, on
tho unexpected announcement that $1.
000.000 gold had been taken from the
American market for India. It ' was not
clear whether this consignment' was to
go directly from our west oast. or In- (
directly by way of London. Even last
week London reoelved some $600. (00 gold
from the United States which wa sdded
to the already large English ahlpment to
Bombay.. If the movement were to con
tinue on an extensive scale, as H did In
1918, the turn of affairs would In some
ways be unfortunate. That would not be
becauae tho United States could not spare
the gold but because instead of going to
European countries which could put It
to effective use, it was being drawn again ;
into that bottomless pit of the far east
which ha absorbed In the past so great
a part of the world's money metal.
Except for two days laat fall, on each
of which last year'a high mark of 21.65
centa per pound was touched, today'
pric of 21.60c for spot cotton wss the
highest since November, 19201 When. tht
price was momentarily reachVd. on Sep
tember. 27 and 28. last year, the agricul
tural department's sweeping under esti
mate of R; 537.000 bales for tho probable
crop of 1921 was about to be published.
Sine Its publication. Octobpr 3, the cot
ton market never again got so high as
todsy'a price.
High Cotton Mark.
Meantime the department itself has
haiaed its estimate t 8,340,000 bales. And
although even that figure was nearly 30
per cent below the average yield of other
recent years, the price as an immedlte
result of the revision went as low as 10.46.
The preaent recovery in th price, to
practically the highest point since the
acute stage forced selling or speculative
holdings In the autumn of 1920, haa un
doubtedly reaulted mainly from the very
unfavorable start of the crop of 1922. But
this circumstance, a consequence of the
unseasonable spring rains and floods In
tho cotton belt, fiaa also served to em
phasize another fact, which the market
largely Ignored at the beginning of thl
year. The best southern experts havo
calculated that th vary substantial In
crease in home and foreign purchases
since lsst summer would not only use
up all the smsller yield of 1931. but
would bring down the lately enormous un
sold surplus to a "carry over" no greater
than th normal. Thia i the curlou ait
uation presented In the problem of aup
ply, in case of rest deficiency In the com
ing season's yield. The question of de
mand for the finished goods and there
fore for the splnner'a capacity to pay th
present price or higher for hi raw ma
terial ia yet toHi determined. It may b
