By ALEXANDER DANA NOYES. Oesaka Mea MaaaaJ M Ire, New York. May 4, With ar!y all other markets more or ln$ re actionary in character todav, the movement which attracted interest was the continued ric of sterling. The day's advance was only frac tional but it brought the rate tu 14.44. or within J8 cent of the period's high level reached March I. and witli that exception, to the highest since July. 1919. Inaction of the othrr r.uropean exchange again tuggrled that the influences at work in ad vancing the London rate were pecu liar to that market. As uiuitl there are infcrcncci which can le drawn from the actual inter national balance alieet. The New York Fcdcial Keierve bank's month ly bulletin suggests one interesting consideration. Deducting from the March quarter's nicrcliamlie ex port surplus of the United States, both the surptiis of gold imports and the amount of foreign loans floated in our markets during the- period, it draws the conclusion that the balance against the United States was $.'J0, OUO.OOO. This reasoning aisumrs the drawing on Xew York by foreign markets for proceed. 0f such loans, w hich has by no means been the in variable rule. But on the other hand, it does not reckon with that un known but certainly very large fac tor in creating a debit balance the transfer of American capital to Europe for investment on Europe's markets.
