Chicago, March 22. A heavily

advance followed. I he close was well
toward the top. Net gains were 1 3-8

oats l-fleil-ic and rye l-4i7-8c.
Scattered liquidation carried wheat
prices off lc in the early trading, but
there was an excellent class of buy
ing on the decline, both here and at
Winnipeg. That buying was at
tributed to foreign account. Liver
pool after being I l-4d lower at the
start, closed l-4(ii2d higher. That
had some effect on local sentiment
which became more bullish as prices
advanced. There was a general rush
to cover short sales.

By ALEXANDER DANA NOYES,
Dinah Re leased Mire.
New York, March 22. In a day
marked by several iulercstincr de
velopments. "Wall street's attention
was chiefly directed to one which did
not become known until after the
close of business. It was then z
flounced that Northern Pacific's quar
terly dividend had been reduced to an
annual 5 per cent, as Raainst th 7
per cent rate maintained since 9t)4.
This action had not been generally
expected because, although it was
known that the surplus over the div
idend had been narrow in 1920, the
net earnings reported during 19J1
increased $2,900,000 and current re
turns of general railway traffic arc
propitious.
W hat the decision on the dividend
probably means is that tlvc manage
ment expects greatly increased ap
propriations from earnings for main
tenance of property during 1922 and
doc's not deem this compatible with
the former rate of dividend. Ex
penditure for that purpose, w hich was
none too large in 1920. was cut down
$10,500,000 during 1921, a process
which could not continue.
Improvement Kxpertett.
Tha reduction In the dividend doet not
therefore Indicate a despondent view nf
future railway earnings. It doubtless
means that improvement la expected to be
gradual, not spectacular, and in. wiao
course is not to toKe too mucn tor
granted.
As- for the railway traffic outlook, the
weekly "car loading" atatement, given
out while the Northern J'sclflo wss an
nouncing Ita decision made by far the
best showing of the year. For the second
week of March the loaded cars not only

shown by today's further rise In the third
and fourth Liberty 4!i per centa to higher
prices than they have ever reached on
