The increased figure of the previ
ous week of the country' iron pro

result of expansion in demand and
moderate recovery in iron price.,
was matched this week by distinct
rise' in prices' for t least one im
portant steel product, itself a Fennel!
io the consumers inquiry embodied
in the 40 per cent increase of basic
bttrl output last month.
The halt in world-wide trade reac
tion, already measured partly by the
mid-summer pause in the general
decline of commodity prices, found
another expression in the increase
of 17 per cent in value of our mer
chandise exports for August, as com
pared with the month preceding. The
census bureau's report cn last
month's cotton consumption and ex
port showed takings by home spin
ners to be fairly up to the prewar
level from the month and shipments
to foreign countries to have made
the highest August total of the war
or postwar period.
Recovery Under Way.
It will be observed that most of thlu
favorable news was In the nature of stai-'-mentn
as to what actually hupp-med last
month. This emphasizes ono rather
cut ious fact, namely, that at the very mo
ment when tho financial community, con
fronted, aa it was, with the highly dis
turbing mercantile -bank, and with what
seemed to be outward Indications of Indus
trial inertia, liadVreached a pitch of gre;it
despondency, recovery In trade was al
ready under way. That, however, is
usually the maimer In which such recovery
brings In this country.
A dozen Instances could be cited 1897,
1908, and 1915 for exsmple. when revival
had made substantial progress ut tile
moment when even AYall street was asking
if it would ever come. t'tlll wo do not
yet know how far the present recovery
will go, whether or not It Is merely a tem
porary flicker df the pulse, to subside into
the previous monotonous Inertia wuc.i
pressing needs have been filled.
We know, at least. In looking lack at
the court of the mar'.et, thirl the Mock
exchange, with that mysterious presence
which had foretold the beginnings of
many other periods of both good ur.d'bad
times, did give the signal distinctly, al
though hesitantly, In the recovery which
began after tho violent break in the clos
ing week of June.
(ieneral Upward Trend.
It is since that date that observant
financiers havo taken note of the fact
that for the first time since the decline
began a year and a half ago, ench fresh
decline In prices was followed, not by a
halt around tho lowest, or by recovery of
trifling part of tho lost ground, but by
