Failures Decrease
Another decrease In. failures occurred
this week, defaulta in the United States
numbering 3S9. This total compare with
one of 367 reported to R. O. Dun Co.
lastf week, a reduction of 18 Insolvencies,

Conditions During July Better
In Kansas District, Bank
Report Shows.
Kansas City, Mo.. Aug. 28. Con
ditions in this district during July
were somewhat better, according to
the monthly review of the 10th fed
eral reserve bank. The money situ
ation was cased by heavy marketing
of farm products, especially the
movement of wheat. Receipts were
173.2 per cent above the record of
a year ago. Increases in the govern
ment August forecast over the July
forecast of corn, barley, potatoes
Land hay also have some tendency
to case tne money situation.
Reports from department stores
of the district reflect a fairly heavy
business for July when it is under
stood that 'sales are measured in dol
lars and cents rather than in quan
tities of merchandise, although the
average sales for the stores repor
ting was 10.9 per cent below the
sales in the corresponding month in
1920, according to the review.
Crude oil production continues to
maintain a high daily average in
Oklahoma, while slightly receding in
Kansas and Wyoming.
Mining conditions in the district
seemed to be low. the coal produc
tion averaging about 50 per cent of
capacity, lead and zinc production
also continued below the average.
Slight improvement was shown in
metal mining at Cripple Creek, but
less activity in other camps.
Returns from 18 cities in this dis
trict on July building show an ex
pansion of 70.8 per cent in the num
ber of permits issued and 28.3 per
cent in the estimated cost of con
struction as compared with the rec
ord of July, 1920, continues the re
view. Reports of purchases by , packers
at the plants of six western centers
were favorable, showing that, while
there was a decreased slaughter of
cattle in July as compared with July
of last year, the slaughter of calves,
hogs and sheep were larger than in
the corresponding month of 1920.-

New Yorlc, Aug. 28. The vigor
ous advance on the stock exchange
towards the end of last week was a
natural sequel to the highly artificial
pressure on the market during the
two or three preceding weeks.
Whether the recovery does or does
not continue, it is not difficult to see
that in several highly important re
spects the business situation is far
better than it was at the close of the
summer season a year ago.
This is so in - spite of the fact
that, whereas financial sentiment
was visibly hopeful at this time a
year ago, today, in Wall street al
any rate, it seems to be deeply
tinged with despondency. The plain
enough explanation is that the prev
alent feeling at the end of last Au
gust was based on ' expectations
which are not to be realized, such
as " recovery in staple prices and
great increase in. railway net earn
ings, or else was based on lack of
knowledge of what was going on be
low the surface. At the. present
time the financial temper has lost
much of its elasticity. It has been
disappointed .too often. .
Changes for Better.
Nevertheless, whatever Is to be the
history of the next 1! months, it can
hardly be the milt as that of the pre
ceding period. . Three principal causes
of our recent financial misfortunes the .
precarious banking and credit situation,
the Inflated prices, and 'the unmanage
able labor costs do not exist today.
Money rates and the reserve bank state
ments are proof of the change In ths
banking situation; money 'is back to the
1919 level, federal reserve ratios to those
of 1917, price of goods have been re
duced to the average of 1916, labor ha4
accepted the unwelcome, but inevitable
readjuatment in cost of production.
That we had not wholly passed out of
the period of crisis in the settlement for
the unhappy speculative ventures of 1919
and 1920, Wall street learned from th
measures which had to be taken this very
month to avert the full consequences of
the amazingly reckless exploitation of
Sonth American trade. But even this -disturbing
discovery is now behind us,
not ahead ot us. ,
Aware of Conditions.
The fact that all these thinges are
known today is the best proof that we
are confronted with no such situaion as
that of a year ago, when the critical
state of affairs existed, but was either
not known to exist or else wss not under
stood, and when the financial markets
were stumbling blindly into their reckon
ing. The markets are under -few Illusion
now. They are perfectly aware that, as a
result of what ha happened, there will
be a good many more reduced or sus
pended dividends and occasional business
embarrassments. But this will not tske
the markets by surprise, and there will
probably be less of cither than wa lately
predicted In the atock exchange.
Surrounding circumstances are hardly
yet such as to warrant one to expect im
mediate reseinptien on an Important ca!e
of the forward movement in finance and
industry. Probably real expansion in
either direction will hav to be preceded
by readjustment of the position of tangled
credit In which trade with Europe and
South America has got Itself Involved.
That readjustment may require recovery,
or at least stability, in-the foreign ex
changes. .

It may require atability of prices, long
enough continued ot restore confidence
among merchants.

of th British pound sterling, will here
nfter be made th standard by which
to measure guld vslues In Italy, I only

point to an epoch making chanso in tht
future of our own finance.

advance after, we joined the ar; the
removal by our government, wncn peace
was re-established, of all restrictions on
gold exports, the selection of the N'
York market last June as the depository
for repsratlons fund, because of. the sta
bility of American values; the present
extraordinary lnpour of gold from all na
tions of the world into the United States,
and now the formal acceptance of the
American currency as the standard for
measuring gold valuations in the publ n
finance and customs revenues of conti
nental countries.
